Courtesy notice is hereby given that the Industrial Siting Division received an amendment request from Black Hills Corporation (Permittee) regarding the Cheyenne Prairie Generating Station Project (Project) in Laramie County, to construct three simple-cycle combustion turbine generators to increase the natural-gas-fired electric generation capacity from 140 megawatts to 260 megawatts.
Pursuant to Condition #11 of their permit, the Administrator is providing public notice of the requested amendment to permit DEQ/ISC 11-04. It is the Director's intention to authorize the change on or after August 10, 2026, unless the Division receives a request from parties to the permit by August 10, 2026, that the matter be heard by the Industrial Siting Council (Council).
If a request is made for this matter to be heard by the Council, then this matter will be heard at the Council's third quarter meeting that is scheduled to occur on September 2, 2026, at a time to be determined by the Council on September 1, 2026 during the permit proceedings for the Laramie Range Wind Project. Permit proceedings for the Laramie Range Wind Project and the third quarterly meeting will be held at Laramie County Community College in the ANB Bank Leadership Center, located in the Clay Pathfinder Building, 1400 E. College Drive, Cheyenne, Wyoming 82007.
