Courtesy notice is hereby given that the Industrial Siting Division (Division) received a request on April 27, 2026, from Cowboy Energy, LLC to amend Permittees of the Goshen Solar Energy Project and a change in the planned construction commencement, from on or before June 30, 2026, to on or before December 31, 2026.
The Goshen Solar Energy Project is a joint venture between Cowboy Energy, LLC and Baran Energy, Ltd. Cowboy Energy, LLC requested Baran Energy, Ltd. be added as a Permittee.
All parties to the permit were notified of the request for amendment by certified mail, returned receipt. The request to amend the permit was publicly noticed in the Casper Star Tribunal on May 14 and 28, 2026, as well as the Platte County Record Times and the Torrington Telegram on May 6 and 20, 2026. A courtesy public notice was posted on the Wyoming Department of Environmental Quality website on April 30, 2026.
A Councilmember requested that this matter be heard before the Industrial Siting Council. The Industrial Siting Council authorized the requested amendments at its second quarterly meeting on May 29, 2026.
