Courtesy notice is hereby given that the Industrial Siting Division received an amendment request from ConnectGen Albany County LLC (Permittee), regarding the Rail Tie Wind Project (Project) in Albany County. The Permittee requested to amend the construction schedule and anticipated commercial operation date from fourth quarter of 2026 for Stage 1 and third quarter of 2027 for Stage 2 to by or before the fourth quarter of 2029 for both stages.
All parties to the permit were notified of the requested amendment by certified mail, returned receipt. The request to amend the permit was publicly noticed in the Casper Star Tribunal on May 12 and 26, 2026 and in the Wyoming Tribune Eagle on May 8 and 15, 2026. A courtesy public notice was posted on the Wyoming Department of Environmental Quality website on May 5, 2026.
A Councilmember requested that this matter be heard before the Industrial Siting Council (Council). The Council authorized the requested amendment at its second quarterly meeting on May 29, 2026; stating that construction of both phases of the Project shall be completed by or before the end of the fourth quarter of 2029.
