Pursuant to provisions of the Wyoming Industrial Development Information and Siting Act and Siting Rules and Regulations, notice is hereby given that ConnectGen Laramie County LLC an affiliate of Repsol Renewables North America, Inc. (Applicant), filed an application for a permit to own, develop, construct, and operate the proposed 650 megawatt Laramie Range Wind Project (Project) in Laramie County, Wyoming. The Project is located on private and state lands in northwestern Laramie County, west of Interstate 25. Construction is expected to start on or before fourth quarter, 2027. Estimated construction workforce is planned to peak at 305 workers in third quarter of 2028. An estimated monthly average of 131 workers are expected to be on-site over the 24-month construction period. The Project is expected to be constructed in two phases, the first phase is expected to consist of 400 megawatts, and the second consisting of 250 megawatts. Both phases of the Project are expected to be operational by the end of 2029.

Pursuant to W.S. 16-3-110, notice is hereby given that the Wyoming Industrial Siting Council will conduct a contested case hearing on an application for a permit for the Laramie Range Wind Project, beginning at 9:00 AM on August 31, 2026, and any continuance of the hearing on September 1, at a time to be determined by the Council, at Laramie County Community College in the ANB Bank Leadership Center, located in the Clay Pathfinder Building, 1400 E. College Dr. Cheyenne, WY 82007. The Council will consider the Applicant’s request for a permit pursuant to the provisions of the Industrial Development Information and Siting Act (W.S. 35-12-101 et. seq.) and the rules and regulations adopted thereunder.
If a local government wishes to become a party to the permit proceedings, it must notify the Industrial Siting Division in writing. Submission of requests to be a party to the proceedings will be accepted beginning on June 4, 2026. Please submit your requests to be a party (i.e. Entry of Appearance) electronically to deq-isd@wyo.gov. If a local government chooses to be a party, it is expected to participate in an in-person only pre-hearing on August 21, 2026 and provide oral testimony to the Council in-person only at the hearing on August 31, 2026 at 9:00 AM and any continuance of the hearing on September 1, 2026, at a time determined by the Council. Failure to appear in-person and speak at the hearing, on August 31, 2026 and any continuance of the hearing on September 1, 2026, will result in a waiver of your party status. See Wyoming Statute § 35-12-111 et seq. All filings and hearing materials are to be submitted electronically to deq-isd@wyo.gov. No hard copies, please.
Persons eligible pursuant to W. S. 35-12-111 and wishing to participate must notify the Industrial Siting Division in writing and participate in-person only at the pre-hearing on August 21, 2026 at 9:00 AM at the Laramie County Community College, Center for Conferences and Institutes, Rooms 129 and 130, and participate in-person only at the hearing on August 31, 2026 at 9:00 AM and any continuance of the hearing on September 1, 2026, at a time determined by the Council, at the Laramie County Community College in the ANB Bank Leadership Center, located in the Clay Pathfinder Building, 1400 E. College Dr. Cheyenne, WY 82007.
As an alternative to becoming a party, you may file a written statement with the Industrial Siting Council. A written statement concerning potential social, economic, health, welfare or environmental impacts that may result from the proposed project may be submitted to and reviewed by the Council. Written statements (i.e. Limited Appearance Statement) may be reviewed by the Council if they are submitted to the presiding officer before or at the permit hearing. If you wish to provide a written statement prior to the hearing, please submit your statement electronically to deq-isd@wyo.gov or in hard copy to WDEQ-ISD, 200 West 17th Street, Suite 400, Cheyenne, WY 82001. If you do not provide a written statement to the Division, then your statement must be handed to the presiding officer, in-person, at the hearing.
