Courtesy notice is hereby given that the Industrial Siting Division (Division) received an amendment request from Enbridge Inc. (Permittee) regarding the Cowboy Solar I (Project) in Laramie County. The Permittee requested to amend the capacity of the battery for the Cowboy Solar I phase of the project from 136 megawatts to 200 megawatts. The permittee also requests to change the entities named on the permit.
Pursuant to Condition #11 of their permit, the Administrator is providing public notice of the requested amendment to permit DEQ/ISC 23-03. It is the Director's intention to authorize the change on or after May 28, 2026, unless the Division receives a request from parties to the permit by 5:00 pm on May 27, 2026, that the matter be heard by the Council. If the Division receives a request to be heard by the Council, this matter will be heard at the meeting at 9:00 am, on May 29, 2026. The meeting will be held at the Department of Workforce Services Building, Gannett Peak and Grand Teton rooms, 5221 Yellowstone Road, Cheyenne, Wyoming 82009.
