The Skyline Ranch Improvement and Service District (SRISD), Teton County, Wyoming, will conduct a Public Meeting at 4:00 p.m. local time on May 21, 2026, at the Mountain Property Management conference room, located at 250 Veronica Lane, Jackson, Wyoming. The purpose of the meeting is to provide an opportunity for citizens to review and comment on the Skyline Ranch ISD Phase I – Water Supply Project. The project includes expanding water supply capacity through improvements and/or completion of three (3) existing wells; construction of a well house for electrical and control equipment; installation of new primary and standby power supplies for well and existing storage facilities; implementation of new water system controls and metering devices; improvements to the existing pressure tank and associated piping; installation of a disinfection system; and related appurtenances.
At the meeting, the SRISD will present the design of the proposed project and discuss recent bidding results, as well as the need for additional funding to complete the improvements. Based on the current bids received, the project is facing a funding shortfall of $1,320,000. SRISD intends to borrow additional funds and/or increase its existing loan to finance the project, resulting in a total anticipated loan amount of $2,275,000 through the Wyoming Clean Water State Revolving Loan Fund, administered by the Wyoming Office of State Lands and Investments. A prior loan in the amount of $955,000 was approved by the Wyoming State Loan and Investment Board on November 20, 2024.
SRISD anticipates an increase in user fees, assessments, or a combination of both as a result of this project. The proposed loan terms include an estimated 1% interest rate with a 20-year repayment period. The projected annual increase for each lot owner within the District is approximately $870 attributable to this loan increase, for a total estimated annual obligation of $1,401 per lot considering the full loan amount.
