Courtesy Notice is hereby given that the Industrial Siting Division received a request from Cowboy Energy, LLC on April 27, 2026, for the Industrial Siting Council to grant a transfer of ownership of the Goshen Solar Energy Project (Project) and change construction commencement from on or before June 30, 2026, to on or before December 31, 2026.
Division staff reviewed the request. Cowboy Energy, LLC is requesting the ISC permit transfers to reflect the partnership between Cowboy Energy, LLC (Goshen Solar LLC) and Baran Energy, Ltd. The schedule change is driven by continued supply chain and utility interconnection delays. With these considerations, the Division finds these modifications will not result in any significant adverse environmental, social, or economic impacts to the area of site influence.
This matter will be heard by the Council during its second quarterly meeting at 9:00 am, on May 29, 2026. The meeting will be held at the Department of Workforce Services Building, Gannett Peak and Grand Teton rooms, 5221 Yellowstone Road, Cheyenne, Wyoming 82009.
