The Department of Environmental Quality/Water Quality Division (DEQ) has conducted a review of the proposed TETON TANK REHABILITATION project in accordance with EPA and State of Wyoming procedures for implementing the State Environmental Review Process. DEQ has determined that this project is eligible for a categorical exclusion. Accordingly, DEQ is exempting the project from further substantive environmental review requirements under the State Environmental Review Process. Neither an Environmental Assessment/Finding of No Significant Impact nor an Environmental Impact Statement/Record of Decision will be required for the proposed action. The following is a brief description of the situation and the proposed action and a brief statement of how the action meets the criteria for a categorical exclusion.
Teton Tank is a 1,000,000-gallon drinking water storage tank that was originally constructed in 1976. Teton Tank is located on and services the south side of the City of Green River and provides water storage for approximately 4,000 citizens. The most recent inspection report identified significant corrosion on the interior and exterior of the tank and recommended that the tank be recoated. The proposed Teton Tank Rehabilitation Project addresses the concerns identified in the most recent inspection report, proposes to replace the roof on the tank, and proposes to install a cathodic protection system for additional protection against corrosion. The estimated cost of the project is $3,000,000. The City of Green River intends to borrow $3,000,000 from the Wyoming Drinking Water State Revolving Fund administered by the Wyoming Office of State Lands and Investments to fund the project. The loan will be repaid using increased user fees. As presented in the City of Green River 2025 Rate Design Study, user fees will be increased in an amount to cover the cost of the loan.
The CITY OF GREEN RIVER is aware of and accepts the fact that they will be responsible for any required mitigative actions associated with the project, including but not limited to storm water runoff, erosion control, archeological/historic artifacts, and air quality concerns. These actions will be part of the standard State Revolving Funds Program contract conditions.
DEQ is granting an exclusion because the project rehabilitates existing infrastructure and consists of minor upgrades to existing infrastructure and construction of minor ancillary facilities adjacent to or on the same property as existing facilities. This project will be completely constructed in previously disturbed ground, specifically ground disturbed by the original construction of the existing water storage tank, Teton Tank. DEQ has determined that exempting the proposed project from further review under the State Environmental Review Process will not result in adverse impacts to the population or the area of the CITY OF GREEN RIVER, SWEETWATER COUNTY, WYOMING.
The determination shall become effective upon distribution by the Department and may be re-evaluated and the determination changed at any time that adverse information is made available. The documentation to support this decision will be on file in the DEQ Cheyenne Office and is available for public review upon request. To request a copy of the categorical exclusion, contact:
