Courtesy Public Notice of Request to Amend WDEQ Industrial Siting Permit for Dinosolar Solar Energy Project; DEQ/ISC 22-05

This courtesy notice is hereby given that the Industrial Siting Division received a request to approve a reduction in the size of the Dinosolar Solar Energy Project (Project) and extend the permit to accommodate a modification of the construction schedule. The Permittee requests to reduce the size of the Project from 440 megawatts of power generation and storage to 240 MW megawatts; this would reduce the size of the Project area from approximately 3,591 acres to approximately 2,396 acres. The reduction in size would require the construction of the Project to occur in one phase instead of two phases.

In addition, the Permittee requests a modification in the commencement of construction from April 2024 to on or before March 3, 2029. Condition #2 of the permit requires construction of the Project to begin no later than March 3, 2026. Therefore, the Permittee requests a change in commencement of construction to on or before March 3, 2029 and a three-year extension of the permit to allow construction to commence on or before March 3, 2029.

Pursuant to Condition #11, the Director may authorize proposed changes so long as no party or Council Member requests that the matter be heard before the Council during its first quarterly meeting at 9:00 am, on March 24, 2026. The meeting will be held at the Department of Workforce Services Building, Gannett Peak and Grand Teton rooms, 5221 Yellowstone Road, Cheyenne, Wyoming 82009. At this time, it is the Director's intention to authorize the change on or after March 24, 2026, unless the Division receives a request by 5:00 pm on March 23, 2026, that the matter be heard by the Council. If the Division receives a request to be heard by the Council, this matter will be heard at the meeting on March 24, 2026.
