Notice of Request for a Permit

Pursuant to provisions of the Wyoming Industrial Development Information and Siting Act, and Siting Rules and Regulations, notice is hereby given that DUTC bn, LLC, a subsidiary of BNC DEVCO, LLC, which is a joint venture between BrightNight and Cordelio Power, filed an application for the construction and operation of the Dutchman Renewable Power Project (Project). The Project is planned have a generating capacity of up to 499 megawatts.  The Project will be in Converse County, entirely on private land, approximately 1.5 miles northeast of Glenrock and 20 miles northwest of Douglas. The 4,305-acre project area includes 9.6 acres for the transmission line corridor outside of the Site Boundary. The primary Project components include photovoltaic solar panels, a battery energy storage system, a substation, an operations and maintenance structure and approximately 2.9 miles of overhead 230-

kilovolt generation-tie transmission line. The Project also includes an underground electrical collection system, dispersed inverter units, gravel access and maintenance roads and a perimeter security fence. Construction of the Project is planned to begin in March 2026 and is expected to take approximately 29 months to complete. The estimated onsite construction workforce ranges from 20 in February 2028 to 447 in May 2027. There is an expected monthly average of approximately 140 workers onsite. This monthly average varies by year, ranging from 81 in 2026, 232 in 2027 and 76 in 2028. The Project is expected to be operational by July 2028.

Notice of Hearing

Pursuant to W.S. 16-3-110, notice is hereby given that the Wyoming Industrial Siting Council will conduct a contested case hearing on the application for a permit for the Dutchman Renewable Power Project, beginning at 9:00 AM on November 6, 2024, and may continue as needed on November 7, 2024, at a time determined by the Council, at the Ruthe James Williams Memorial Conference Center, located in the Wyoming Pioneer Memorial Museum at 400 W Center Street, Douglas, WY 82633. The Council will consider the applicant’s request for a permit pursuant to the provisions of the Industrial Development Information and Siting Act (W.S. 35-12-101 et. seq.) and the rules and regulations adopted thereunder.

Persons eligible pursuant to W. S. 35-12-111 and wishing to participate must notify the Industrial Siting Council in writing by October 17, 2024 and participate in a pre-hearing on October 25, 2024 at 10:00 AM at the Ruthe James Williams Memorial Conference Center, located in the Wyoming Pioneer Memorial Museum at 400 W Center Street, Douglas, WY 82633. Persons desiring to make a limited appearance statement, may submit a written statement as provided by W. S. 35-12-111(c).  Limited appearance statements must be received by the Division no later than November 4, 2024 or handed to the presiding officer at the hearing on November 6 or 7, 2024.
