PROPOSED DISCHARGE OF DREDGED OR FILL MATERIAL TO STEWART DRAW

The Wyoming Department of Environmental Quality (WDEQ) has received a request from the Federal Highways Administration for State certification of U.S. Army Corps of Engineers (USACE) Nationwide Permit #14, for the discharge of dredged or fill material to Stewart Draw and adjacent wetlands in Grand Teton National Park, Wyoming. The purpose is to replace existing culverts at two locations on Stewart Draw as part of the Moose-Wilson Road Phase 2 construction project.

All waters within Grand Teton National Park are designated Class 1 where point source discharges are prohibited except for storm water and construction related discharges. This certification will require meeting the provisions in Chapter 1, Section 7(b) of the WDEQ Water Quality Rules and Regulations, which allows these discharges under certain circumstances. Proposed activities include replacing two existing culverts with AOP (aquatic organism passage) concrete box culverts and shaping a new channel approximately 20-ft upstream and downstream of each culvert. To do this, approximately 281 cubic yards (CY) of native material will be excavated followed by the placement of 230 CY of this re-distributed native material and 22 CY of concrete to construct features. Approximately 0.013 acre of wetland will be permanently impacted.
