Notice of Request for a Permit
Pursuant to provisions of the Wyoming Industrial Development Information and Siting Act and Siting Rules and Regulations, Notice is hereby given that West Soda LLC filed an application for a permit to construct and operate a soda ash solution mine and plant located in Sweetwater County, Wyoming. Applicant proposes to construct the Project, (called Project West) in Sweetwater County, Wyoming, the project is composed of two primary components: a soda ash processing facility, the West Soda Plant, located near Granger, Wyoming, and a solution mining area located 15 miles southeast of the plant. Only private mineral leases will be mined. Construction of the Project is planned to begin in January 2025 and is expected to take approximately two years to complete. The onsite workforce in 2025 is estimated to be 170 in January, averaging approximately 700 in summer months and peaking over 1,200 in November and December. The workforce in 2026 is anticipated to peak in January at 1,287, average approximately 900 in the summer months and average less than 500 at the end of construction in December. The Project is planned to be operational by the end of 2026.

Notice of Hearing
Pursuant to W.S. 16-3-107, Notice is hereby given that the Wyoming Industrial Siting Council will conduct a contested case hearing on an application for a permit for Project West, beginning at 1:00 PM on May 16, 2024 at the Hampton Inn & Suites Green River, 1055 Wild Horse Canyon Rd, Green River, WY 82935. The Council will consider the applicant’s request for a permit pursuant to the provisions of the Industrial Development Information and Siting Act (W.S. 35-12-101 et. seq.) and the rules and regulations adopted thereunder. Persons eligible pursuant to W. S. 35-12-111 and wishing to participate must notify the Industrial Siting Council in writing by April 26, 2024 and participate in the virtual pre-hearing meeting on May 2, 2024 at 10:00 AM and participate in person at the hearing on May 16, 2024 at 1:00 PM. Persons desiring to make a limited appearance statement only may submit a written statement as provided by W. S. 35-12-111(c). Limited appearance statements must be given to the presiding officer at the hearing.
