Notice of Request for a Permit
Enbridge Inc. filed an application for an Industrial Siting Permit to construct and operate the Cowboy Solar Project (Project). The Project will be constructed on private land leases in two phases in Laramie County. The Project is planned to be up to 771 megawatts in size and all panels and associated infrastructure will be located in Laramie County. Enbridge Inc. proposes a 29-month construction period, beginning in March, 2025, with commercial operation of Phase I beginning in January of 2027. Commercial operation for Phase II is expected to begin in August, 2027. Enbridge Inc. estimates that the onsite workforce will have a monthly average of 285 temporary workers, with a peak workforce of approximately 375 workers in April, 2025. Notice of Hearing
Pursuant to W.S. 16-3-107, Notice is hereby given that the Wyoming Industrial Siting Council will conduct a contested case hearing on the Application for a Permit for the Cowboy Solar Project, beginning at 8:00 AM on March 25, 2024 at the ANB Bank Leadership Center N, Room PF-109, Laramie County Community College, 1400 E College Drive, Cheyenne, WY 82007. The Council will consider the applicant’s request for a Permit pursuant to the provisions of the Industrial Development Information and Siting Act (W.S. 35-12-101 et. seq.) and the Rules and Regulations adopted thereunder. Eligible persons (defined by W.S. 35-12-111) wishing to participate must notify the Industrial Siting Council in writing by March 5, 2024 and participate in the virtual pre-hearing meeting on March 11, 2024 at 10:00 AM and in person at the hearing March 25, 2024. Persons desiring to make only a limited appearance statement may submit a written comment as provided by W.S. 35-12-111(c).
