Notice of Request for a Permit
Pursuant to provisions of the Wyoming Industrial Development information and Siting Act and Siting Rules and Regulations, Notice is hereby given that Goshen Solar, LLC has filed an application for the construction and operation of the Goshen Solar Project (Project). The Project will be constructed on private land leases in Goshen County. All panels and associated infrastructure will be located in Goshen County. The Project is planned to be up to 163 megawatts (MW) in size. The applicant proposes a 16-month construction period beginning in January, 2024 with commercial operation beginning by the end of April, 2025. Goshen Solar, LLC estimates that the onsite workforce will have a monthly average of 209 temporary workers, with a peak of approximately 382 in January, 2025. Notice of Hearing
Pursuant to W.S. 16-3-107, Notice is hereby given that the Wyoming Industrial Siting Council will conduct a contested case hearing on the Application for a Permit for the Goshen Solar Project, beginning at 8:00 AM on October 17, 2023 at the Pony Express Room, 436 East 22nd Ave, Suite C, Torrington, WY 82440. The Council will consider the applicant’s request for a Permit pursuant to the provisions of the Industrial Development Information and Siting Act (W.S. 35-12-101 et. Seq.) and the Rules and Regulations adopted thereunder. Persons eligible pursuant to W.S. 35-12-111 and wishing to participate must notify the Industrial Siting Council in writing by September 27, 2023 and participate in the pre-hearing meeting on October 4 at 10:00 AM, 2023, virtually. Persons desiring to make a limited appearance statement only may submit a written statement provided by W.S. 35-12-111(c).
