Hello from Mayor Shaundel
What a glorious summer it has been! Thank you to everyone for inviting me to your events to witness and experience all of the great things our city has to offer! I also was happy to engage with the attendees who came to my first Community Action Roundtable on August 21. We certainly covered a lot of ground. Thank you for taking the time to come to the event and share your concerns and ideas.

 Update from the La Crosse County/City of La Crosse Pathways Home Iniatative
200 Housed, Specialized Housing Plan Launched
Pathways Home has reached a major milestone—200 people housed since the initiative launched last year. Thanks to this progress, more people are moving into housing each month than becoming homeless, driving a steady decline in overall homelessness. In January, 268 people were homeless in La Crosse. By July, that number had dropped 21% to 216.
How we got here:
- A new Specialized Behavioral Health Unit was created with six La Crosse County staff connecting people to care and housing.
- City and County funding for specialized housing units.
- A pilot “Pathways-held leases” program working with landlords to open more doors.
- Weekly case conferencing with local partners to help people get and keep housing
- Coordinated, data-driven leadership with a focus on long-term solutions.

Meet the Staff
Rebecca Franzen, CLRP, SHRM-CP, Director of Human Resources
Rebecca joined the City of La Crosse in February 2023 as the Director of Human Resources. Rebecca has worked in Human Resources for over 10 years in public service, manufacturing, and retail. Rebecca’s educational background includes a Bachelor’s degree in Business Administration, and a Master’s degree in Training and Human Resource Development along with being a Certified Labor Relations Professional (CLRP) and a Society for Human Resource Management Certified Professional (SHRM-CP). Rebecca is also an adjunct instructor at Winona State University. Rebecca serves as a board member for the Wisconsin Public Employer Labor Relations Association (WPELRA). Rebecca was born and raised in La Crescent, MN. In her free time, Rebecca enjoys astrophotography, reading, making quilts and spending time outdoors camping, hiking, and traveling.

Dark La Crosse Stories is part of the Dark La Crosse suite of programs that has been guided by La Crosse Public Library archivists Scott Brouwer and Anita Taylor Doering (retired) since its inception as a walking tour in 2013. Dark La Crosse has continuously evolved and now also includes trolley tours with Explore La Crosse, the Ghosts of Historic La Crosse walking tours produced and delivered by local storyteller Michael Scott, and the Emmy award-winning FOX 25/48 TV series Rivertown. From 2015-2019, The Dark La Crosse Show annual stage production was performed as an LPL fundraiser at the Pump House Regional Arts Center with new content each year.

 Do I need a license for a short-term rental property?
Do you operate a short-term rental in the City of La Crosse? If so, the City Council adopted an ordinance in 2023 that requires short-term rentals to license. A short-term rental means a residential dwelling that is offered for rent for a fee and for fewer than thirty consecutive days and does not include bed and breakfast establishments.
The purpose of this short-term rental license is to ensure that the quality of short-term rentals operating within the City is adequate for protecting public health, safety, and general welfare; to determine the responsibilities of owners, operators and property managers offering these properties for tourists and transient occupants; and to provide minimum standards necessary for the health and safety of the persons occupying or using buildings, structures or premises.
