Donna Bente to Lead DOA Division of Personnel Management

 

Madison, Wis. - Today, Wisconsin Department of Administration (DOA) Secretary Kathy Blumenfeld announced the appointment of Donna Bente, Division of Personnel Management (DPM) deputy administrator for central operations as the incoming DPM Administrator.

Donna Bente is stepping into the role held by Jen Flogel, who announced her departure from DOA after leading DPM since 2022. Flogel’s last day with DOA is October 3, 2025.

“We’re incredibly grateful for Jen’s contributions to state enterprise human resources over the last few years,” said Secretary Kathy Blumenfeld. “She’s been a warm, steady, and knowledgeable presence at DPM, and leaves a more interconnected organization that continues to improve services for state agencies and employees. We look forward to continuing to work closely with Donna in her new capacity, to strengthen our workforce and ensure the State of Wisconsin remains an employer of choice.”  

“It has been my true honor and privilege to serve as DPM’s Administrator for the past three and a half years,” said Jen Flogel. “I am grateful for the opportunity to serve DOA and the State of Wisconsin. I am proud of all that DPM has accomplished, and I look forward to continued positive momentum under Donna’s leadership.”

It is an exciting time to continue the division’s efforts to improve services for state agencies and employees.”

Donna Bente began her State Service career with the Department of Justice and previously worked at the Department of Corrections before joining DOA in 2018.  Her background includes supporting state employees in a variety of training roles, and she previously led the DPM Bureau of Training and Development. She received her business degree from Marquette University.

The DOA Division of Personnel Management (DPM) provides human resources services for more than 20 state agencies and more than 34,000 state employees. DPM oversees all state human resources functions including the state civil service system, labor and workforce relations, payroll and benefits administration, policy administration, classification and compensation, training and development for state employees, supervisors, and agency leaders statewide, and more.
