Welcome to the latest Badger Bounceback weekly update!
We are excited to share updated information on grant and aid programs announced by Governor Tony Evers, funded by the American Rescue Plan Act of 2021 (ARPA). These critical one-time investments provide a lifeline to Wisconsin communities and businesses to ensure a strong pandemic recovery.

Grant Programs Now Accepting Applications:
The Healthcare Infrastructure Capital Investment Grants will provide $50 million in funding to local and Tribal governments or non-profit healthcare organizations to invest in capital projects that specifically support increasing access to healthcare for low income, uninsured, and underserved communities and the ability to respond to future pandemics response needs. Projects could include new or upgraded facility space that enables additional capacity for care within a community. Grants up to $20 million will be awarded through a competitive application process.
The program is funded by the federal American Rescue Plan Act and will be administered by the Department of Administration (DOA). Applications are open now through November 30, 2021.

The Neighborhood Investment Fund Grant program will provide $200 million in funding for significant projects that provide long-term benefits to communities while also addressing negative impacts from COVID-19. The program places special emphasis on projects benefitting communities that have been disproportionately impacted by the pandemic, especially those in qualified census tracts.
The previously announced program will make it possible for municipalities across the state to invest in shovel-ready projects and support underserved individuals and communities. The program is funded through the American Rescue Plan Act (ARPA) and will be administered by the Department of Administration.
Applications are open through November 4, 2021.

The Equitable Recovery Grant Program will provide $50 million to assist community-based organizations working to increase equity and eliminating disparities, by providing services and programming to Wisconsin residents in qualified census tracts or disproportionately impacted by the COVID-19 pandemic.
Grants up to $1,000,000 will be provided per eligible nonprofit organization.
Applications are open through November 5, 2021 and will be evaluated in two separate award allocations:
- $25 million for health, early childhood, education
- $25 million for economic support, housing, environmental justice

The Tourism Capital Grant Program will provide up to $10 million for local and Tribal governments and tourism-related nonprofits to invest in shovel-ready tourism-related capital projects.
Grants of up to $3.5 million will be awarded through a competitive application process. The grant application will be administered by DOA and will remain open through November 12, 2021.
Main Street Bounce Back Grants - Applications Open
The Main Street Bounceback Grants program provides $10,000 to new or existing businesses and non-profit organizations moving into vacant properties in Wisconsin’s downtowns and commercial corridors. The program is open to new or existing businesses opening a new location or expanding operations in a vacant commercial space as of January 1, 2021. Grant funds are available as part of the American Recovery Plan Act and will be distributed by the Wisconsin Economic Development Corporation (WEDC) regional partners. Businesses must apply through the partner organization for the region in which they are located. Applications are open through June 30, 2022.

Wisconsin Emergency Rental Assistance Program - Help Is Still Available
The Wisconsin Emergency Rental Assistance Program (WERA) provides up to 12 months of assistance with current or overdue bills to help households that have been impacted by the COVID-19 pandemic avoid eviction. More than 17,000 Wisconsinites have already received help with rent and utilities statewide. Help is still available for eligible households through WISCAP agencies and Energy Services. The program is funded by the Federal Emergency Rental Assistance Program and administered by the Wisconsin Department of Administration.

Recent Announcements and Awards

The Public Service Commission of Wisconsin recently announced the recipients of Broadband Access Grants through funding made available by Governor Evers in May 2021. The Commission awarded $99,932,502 for 83 projects that will expand fiber broadband internet to more than 28,426 residential and 1,490 business locations currently unserved and underserved. The projects receiving awards are located in 40 counties and 3 tribal lands. The grant awardees will provide matching funds of $101,942,388.

Applicants not selected for ARPA funding are encouraged to apply for the State’s Broadband Expansion Grant Program; details about that grant program will be announced in coming weeks.

The Diverse Business Assistance Grant program announced by Governor Evers will provide $37.5 million to support chambers of commerce and other collaboratives serving communities that were disproportionately impacted by the pandemic.
Eligible organizations will include: Nonprofit nongovernmental chamber of commerce organizations, Tribal chambers of commerce, or other nonprofit organizations with 501(c)3 or 501(c)6 tax-exempt status that provide technical assistance to small businesses providing services in qualified census tracts or other communities disproportionately impacted by the pandemic.

The Diverse Business Investment Grant program will provide $37.5 million to community development financial institutions (CDFIs), to provide grants to micro-businesses with 10 or fewer employees in communities disproportionately impacted by the pandemic.

Governor Evers recently announced a $45 million investment in safer communities and violence prevention efforts, to bolster statewide research initiatives and community-based violence prevention solutions.

$25 million will go to violence prevention efforts, including:
- $6.6 million for the Medical College of Wisconsin's Violence Prevention Project, to support research, data collection, education, and community engagement efforts around violence prevention as a public health issue;
- $10.4 million for the MCW to administer a competitive grant process to support violence prevention efforts statewide;
- $8 million for the City of Milwaukee Office of Violence Prevention to respond to pandemic-related trauma uptick;
- Nearly $20 million will support victim services through a grant program to be administered by the Wisconsin Department of Justice.
