2019-2021 Biennial Report from Wisconsin Department of Administration Showcases Taxpayer Savings, Investments, and Efficiency in Government Operations Report Highlights Department of Administration Operations Throughout the Pandemic |

Madison, Wis. – The Wisconsin Department of Administration (DOA) released the 2019-2021 Biennial Report, highlighting the work conducted throughout the agency to ensure efficiency and taxpayer savings, tracking program accomplishments, operations in response to the COVID-19 pandemic, and outlining program goals and objectives for the next two years. Key accomplishments of the agency included saving Wisconsin taxpayers $221 million through refunding bond efforts, awarding $748 million for clean water programs through the Environmental Improvement Fund and issuing the first series of “green bonds”, streamlining enterprise operations and improving energy efficiency, unveiling a Vision 2030 plan to shrink the physical footprint of state government while expanding state employment and service opportunities for residents across the state, and leveraging new federal funding opportunities to develop and execute grant programs to aid in pandemic recovery for Wisconsin businesses, individuals, and communities. “During an unprecedented global pandemic, as hospitalizations from COVID-19 increased, DOA was able to support the construction of an Alternate Care Facility to care for 170 Wisconsinites, facilitated COVID-19-related testing, hiring, and technology needs statewide, and deployed more than $560 million in federal pandemic relief funds,” said DOA Secretary Joel Brennan. “DOA staff have risen to the occasion time and again over the past year, when our residents needed it most. With contributions all across the Evers Administration, we put Wisconsin in a strong fiscal position to recover from the pandemic, while continuing to provide great service.” Under the leadership of Governor Tony Evers, DOA invested funds from the Coronavirus Aid, Relief, and Economic Security (CARES) Act and American Rescue Plan Act (ARPA) to assist small businesses, cultural organizations, local governments, industries hard-hit by the pandemic such as the lodging, tourism, and entertainment industries, higher education, and individuals in need of energy assistance or help with paying rent as a result of the pandemic. The Biennial Report submission is required by §15.04(1)(d), Wis. Stats., which requires each agency to prepare a report on the performance and operations of the department.
