Project Status
Foxconn, City of Racine submit permit applications
Just as any other project in the state, Foxconn is required to submit permit applications in order to meet state and federal environmental requirements. The permitting process is underway for this project. Such applications include:
- A diversion application submitted by the City of Racine to extend Great Lakes water service to the area of Mount Pleasant that will include the Foxconn manufacturing campus. The DNR is reviewing that application. A public hearing on the diversion application is scheduled for March 7, 2018 at 6 p.m. at the SC Johnson iMET Center in Sturtevant.
- Foxconn filed air permit applications for an employee training facility and air construction permit applications for a liquid crystal module (LCM) assembly plant and an energy plant that are part of the Foxconn manufacturing campus. These are currently under DNR review. Additional air permit applications are anticipated to be submitted in the near future.
- Storm water construction site and industrial permits are required to help decrease the amount of sediment that enters waterways from construction projects to protect the quality of surface waters, wetlands and groundwater. This process includes a screening for endangered resources and an archaeological resources review. The DNR anticipates they will receive a construction site storm water permit application soon.
- A wetland mitigation plan is expected to be submitted to the DNR in the coming weeks for the manufacturing campus area. This plan will propose to replace two acres of wetland for each wetland acre adversely impacted through constructing the facility. That is more than required for other mitigation projects.
- Any discharge of pollutants to waters of the state is regulated through the Wisconsin Pollutant Discharge Elimination System (WPDES) program. Foxconn will likely discharge to Racine’s sewage treatment facility which is regulated by DNR. The company must meet strict pretreatment standards in order to do that.
- Any generation of hazardous waste will be handled/disposed of in accordance with state and federal law.

 The subcontinental divide (blue line) traverses the Great Lakes basin and the Mississippi River basin, qualifying Mount Pleasant as a straddling community.
Village of Mount Pleasant land closings and partnership with Racine Habitat for Humanity
Also new this week, the Village of Mount Pleasant has begun closing on approximately 1,700 acres of land. The Village also announced a partnership with the Racine Habitat for Humanity to donate household items to Habitat's ReStore, a nonprofit home improvement store and donation center that sells new and gently used furniture, home accessories, building materials, and appliances to the public at a fraction of the retail price.
Road Updates
 Work along the frontage roads between County KR and WIS 20 is ramping up with long term closures being set into place. Extensive work above and below ground is underway just north of Braun Road and just south of the entrance to the Sylvania Cemetery. Access to the Cemetery is being maintained from Braun Road.
During the week of February 5, additional work begins on the east frontage road south of Braun Road which will result in full roadway closures. This work is shorter in duration and will reopen sooner than other locations along the west frontage roads.
Finally, during the week of February 12, long term full closures will go in place between Leetsbir Drive and Grandview Parkway. Extensive residential and business outreach has taken place to inform the users of the frontage roads of this upcoming work. The closures along the west frontage roads will still be in place when the next Public Involvement Meeting (PIM) is scheduled to take place covering the local and Foxconn development roads. The PIM is being planned for March 15 in Mount Pleasant.

 The I-94 North-South project team hosted a PIM the afternoon and evening of January 30 in Oak
Creek. The meeting focused on the north segment of the project in addition to
sharing Foxconn related information. Representatives from WisDOT were on hand to address questions
about the development roads, work along the frontage roads, and the OSOW
(oversized, overweight) trucking routes that will connect General Mitchell
International Airport with the construction site. Over 120 people attended this
meeting.

Interesting Facts
- Each acre of federal or nonfederal wetland filled must be compensated at a 2:1 acre ration, other state projects are only required to mitigate 1.2 to 1 wetland acre ratio.
- In 1995 Racine sold, on average, 22.1 million gallons
of water per day. Based on the Water
Diversion application submitted by the City of Racine, Racine’s water sales
will still be lower than they were in 1995.
- Of the water diverted, 4.3 million gallons would be returned to Lake Michigan on an average day.
- The City of Racine's water diversion plan equates to 0.07% of the existing total daily withdrawals from Lake Michigan in 2016. The sum of all surface water withdrawn from Lake Michigan in 2016 was 9,634 million gallons per day.

Pleasant that is located in the Mississippi River basin, including the future
