The Wisconn Valley News is published every other week and designed to keep interested individuals up to date on Foxconn construction plans, infrastructure improvements, traffic pattern updates, and more.  Local elected officials, suppliers, contractors and members of the public are encouraged to turn to the Wisconn Valley News for the latest project status, road updates, next steps, and interesting facts.  When appropriate, special bulletins will also be distributed to ensure the most timely information possible.

Project Status

Wisconn Valley Site

In November, Governor Scott Walker and Foxconn Chairman Terry Gou signed an agreement to bring a $10 billion world-class advanced manufacturing campus and 13,000 jobs to Wisconsin.  This project, called Wisconn Valley, is a once-in-a-lifetime opportunity, expected to have a transformational effect on our entire state.

Following the signed contract, Foxconn Technology Group deposited $60 million to purchase land in Mount Pleasant between WIS 11 and County KR.  The project is underway and work is moving forward to create a campus that will build 7 million LCD units a year in Wisconsin.  Foxconn is finalizing the design and construction plans for the campus, while state and local governments are working to finalize plans for water, sewer, and roadways. 

To keep the project on time, two infrastructure projects were advanced.  Hoffman Construction, of Black River Falls, was awarded a contract by the Wisconsin Department of Transportation to reconstruct a North-South frontage road along I-94 between County KR and WIS 20, to help manage traffic flow in the project area.  Advance Construction Inc., of Green Bay, was awarded a contract by the Racine Water Utility to begin water main work on County Highway H adjacent to the development area.  These projects represent a small fraction of the overall infrastructure work to be completed.

While most of projects related to Foxconn have not yet come out for bid, information will be shared when opportunities for bids become available in the future.

 

Road Updates

WisDOT has or is in the process of taking temporary jurisdiction over the following roadways: 

  • County KR between I-94 and 90th Street
  • County H between County KR and Venice Avenue (north of WIS 11)
  • Braun Road between I-94 and 90th Street
  • International Drive from its southerly limit to WIS 11

Temporary jurisdiction was granted because WisDOT has the expertise needed to manage large and complex projects with multiple roadways and tight utility coordination timeframes. The WisDOT jurisdiction also allows for enhanced ability to make decisions to minimize traffic congestion in the area.  WisDOT has significant construction planned in the I-94 corridor, and one organization coordinating all road construction in the area will be most efficient and cost effective. 

The proposed improvements include reconstructing County KR, County H and Braun Road as multilane, divided, urban roadways with storm sewer and a multi-use trail. Reconstruction will also include traffic signals at key intersections. 

International Drive will be extended to a multilane, divided, urban roadway with storm sewer, and a multi-use trail from its exiting southerly limit to WIS 11. 

WIS 11, from 56th Road to County H, will also be reconstructed to an urban, multilane roadway with storm sewer. 

Wisconn Valley Way will be constructed as a new alignment connecting County KR, Braun Road, and WIS 11. Wisconn Valley Way is a new north-south roadway between County KR and WIS 11. This multi-lane controlled access roadway will accommodate development traffic and control access to manage safety and mobility. The location and design of Wisconn Valley Way is also consistent with the WisDOT/Mount Pleasant MOU regarding long-term frontage road development and access management.

What's Next

In February, it is anticipated that construction and site plans will be finalized for the Foxconn campus and surrounding area.  Outreach to construction companies will likely begin in February to share information on how contractors can become involved in the project.  Permit applications are planned to be submitted to the Department of Natural Resources in February.  

Interesting Facts

  • At 21.5 million square feet of commercial construction, the Foxconn campus will be large enough to hold 11 Lambeau Fields.
  • The Foxconn campus will be one of the largest manufacturing campuses in the world, and was recognized as the 2017 Economic Development Deal of the Year by Business Facilities.
  • 10,000 construction jobs will be supported by this project over the next four years.
  • An additional 6,000 indirect jobs from the construction will be supported by the Foxconn project.
