EOR Vendor Transition
DVR is preparing for a change to its contracted Employer of Record (EOR) vendor (currently Opportunities, Inc.). At the conclusion of the current contract period, DVR followed the state's procurement process for EOR services, and InfoStride was selected as the new vendor through that process.
InfoStride will become DVR's new EOR vendor beginning November 13, 2026.
This change will affect the processes and systems used for current EOR services, including Internship/Temporary Work (I/TW) and On-the-Job Assessment (OJA). This will include participant onboarding, time reporting and approval, and payroll.
Why are we communicating this now?
We recognize that Service Providers and consumers have already experienced a transition to a new EOR system, and we understand that another system change requires additional time and preparation. For that reason, DVR is intentionally communicating this information early – before all implementation details are finalized.
We want Service Providers to know about the upcoming change as soon as we are able to share it, rather than waiting until every detail is settled.
At this time, we are still working closely with InfoStride on the transition process, including system configuration, timelines, training, and Service Provider resources. We do not have all of the answers yet, but we want to be transparent about what is coming and provide additional information as it becomes available.
What does the transition timeline look like?
DVR is working closely with both Opp Inc. and InfoStride to support a smooth transition between EOR vendors.
Currently, the transition timeline outlines:
- November 5, 2026: Paperwork for I/TWs with a November 12 start date must be submitted to Opp Inc.
- November 12, 2026: Last possible I/TW start date through Opp Inc. Must end on or before December 27, 2026
- November 13, 2026: All new I/TWs will begin using InfoStride.
- December 27, 2026: Final day of Opp Inc.'s payroll period.
Important! If an I/TW is expected to go beyond December 27, 2026, it will need to be handled through InfoStride, even if the I/TW begins before November 13. DVR will provide additional instructions for these situations.

What should Service Providers expect?
As transition planning progresses, DVR will provide information about:
- The transition timeline and when consumers and Service Providers can begin using the new EOR system.
- Changes to the current EOR process and system, including participant onboarding, processing I/TW paperwork, time entry and approval, and payroll.
- Service Provider access and use of the new system.
- Training and instructional resources.
- Support available to Service Providers and consumers.
- Any actions Service Providers will need to take as part of the transition.
- Opportunities to see a demonstration of the new EOR system, learn about any process changes, and ask questions before implementation.
Service Provider learning sessions
DVR plans to offer two sessions to help Service Providers prepare for the transition:
- Tuesday, October 20, 2026, at 11:00 a.m.
- Thursday, October 29, 2026, at 9:00 a.m.
Both sessions will provide an opportunity to learn about the new EOR vendor and system, transition process, and related procedures, and will provide an opportunity to ask questions. Additional information about how to join the sessions will be provided separately.
What do you need to do right now?
- There is no change to your current EOR process at this time. Please continue to follow the current EOR procedures unless DVR provides different instructions.
- As you plan upcoming I/TWs, please keep the transition dates in mind. In particular, paperwork for I/TWs with a November 12 start date must be submitted to Opp Inc. by November 5.
- If an I/TW is expected to go beyond December 27, please consult with DVR on how to coordinate that placement with InfoStride.
- DVR will provide additional information and instructions before providers are expected to begin using the new system.
