Pre-ETS Services for Students on the DVR Waitlist (with eligibility for Pre-ETS) Who are Graduating This Spring
Students on the DVR waitlist who are eligible to receive Pre-Employment Transition Services (Pre-ETS) may only continue receiving Pre-ETS while they meet the WIOA definition of a student. Pre-ETS eligibility ends when a student:
- Graduates,
- Turns age 22, or
- Withdraws from school
With high school graduation season approaching, DVR staff have received guidance regarding Pre-ETS services for these students. This includes the following:
- DVR staff will not authorize services that cannot be completed prior to the individual graduating or turning age 22.
- DVR staff will communicate with both students on the DVR waitlist and the Service Providers involved regarding the end of Pre-ETS eligibility.
- If a service was already started while an individual was still eligible for Pre-ETS, this service can be completed. A scheduled meeting alone does not constitute a started service.
Specific Service Examples
Job Shadows:
- If a service provider has demonstrated work to set up a job shadow with a specific employer and the job shadow is scheduled and confirmed with employer and the individual, the service can be completed.
- Any additional authorized job shadows that have not yet started will be cancelled.
Assessments:
- If the assessment was started before the individual no longer meets the definition of a student, it may be completed.
- If only a meeting was scheduled, the service is not considered started and will be cancelled.
Internship/Temporary Work (I/TW) - Development, Placement, and Wages:
- Student status should be considered when determining the timeframe of the I/TW.
- Providers should consult with DVR staff before starting I/TW development to determine if the I/TW can reasonably be completed while the individual remains a student.
- If I/TW development started but no work site was secured before the individual is no longer a student, the service will need to be cancelled.
- I/TW placements and wage payment must end when the individual is no longer a student.
Student Work-Based Learning:
- Development services must end if employment is not secured before the individual is no longer a student.
- Retention services may continue through the end of the month in which the individual stops being a student, but subsequent months must be cancelled.
- Students should be informed that retention services end once they graduate and are no longer considered a student.
Student Summer Programs:
- Some WDAs have locally developed student summer programs.
- Local WDA staff will be reviewing and working with DVR Central Office staff to make determinations on how to handle each specific program.

Opportunities, Inc. UKG Login Update for Internship/Temporary Work (I/TW) Consumers
UKG Login Update - Effective May 4, 2026
- Opportunities, Inc. will be upgrading their UKG authentication platform on May 4, 2026.
- This update is intended to provide faster, simpler, and more secure login experience for users.
What’s Changing?
Easier Password Recovery with "Magic Links"
- Users who forget their password or become locked out of their UKG account will be able to receive a secure, one-time recovery link sent directly to their email address.
- This enhancement is expected to reduce the need to contact Opp, Inc's DVR Payroll for password reset assistance.
Important Reminders
- Existing passwords will remain the same.
- Users will continue logging in with their current username and password.
- No password reset is required as part of this update.
Mobile App Users
Consumers/employees using the UKG mobile app will need to:
- Download the latest version of the UKG app.
- Enter the company access code: altstaffing (when prompted)
This update is necessary to support the new security features.
Workforce Management (WFM)
- There are no changes to Workforce Management (WFM) access or functionality for time approvers as part of this upgrade.
