Hello DVR Service Providers,
This communication is to inform you that Wisconsin DVR will begin the process of implementing a wait list for DVR services; this is also called an Order of Selection. Federal regulations require that when services cannot be provided to all eligible individuals that an order of selection must be implemented.
The funding that DVR received will not meet the expected spending level for State Fiscal Year 2026 and 2027. The waitlist will apply to all new and existing cases of individuals who do not have an approved Individualized Plan for Employment (IPE).
Implementation of an order of selection is a necessary tool for cost containment to ensure DVR's ability to continue services for consumers with IPEs currently in place, and services to students who have been determined potentially eligible for services to meet the required 15% spending requirement of the federal award.
Your continued partnership with DVR will be needed to provide services to those consumers with IPEs as well as the provision of Pre-Employment Transition Services (Pre-ETS) to students with disabilities who are potentially eligible or have been deemed eligible but are placed on the waiting list.

There are several steps we will be taking over the next few weeks to implement the wait list such as meeting with the Wisconsin Rehabilitation Council, holding a public meeting, and updating our state plan to reflect the current wait list status.
As we move through the implementation process, we will provide additional updates and will be scheduling a statewide Service Provider meeting.
