Chair's Corner

It is my honor to announce that I was recently elected to become the new Chairperson for the Wisconsin Board of Nursing. I am thankful to my peers for identifying me as someone they believe could successfully serve in this capacity. My predecessor, Peter Kallio DNP, CRNA, APNP, exemplified the kind of leadership you would expect on a Board of Nursing. His knowledge base was unmatched, as were his people skills. His ability to take over a room and get all those in attendance to his side of thought by the end was unparalleled. I am tasked with following in these footsteps and I will do my best to fulfill the duties of the position with the same amount of professionalism, enthusiasm, and vigor.
In August, I attended the NCSBN meeting in Chicago and was excited about the opportunity to meet and network with other states' Board of Nursing members. It offered not only the chance to discuss what other states are facing but also the opportunity to strategize and offer solutions to shared problems. Besides COVID, which isn’t going away anytime soon, we are all acutely aware of the staffing shortages that are rampant across the country. This meeting was a great opportunity for us to put our heads together and see what is working for other entities that could potentially help in our state.
I highly encourage APNP’s, as well as RN’s and LPN’s, to apply to serve on the Board of Nursing. The different skill sets, and knowledge bases found at every level of licensure that could be brought to the Board would be of significant benefit. If serving on the Board isn’t something that interests you, I encourage all nurses to at least attend the meetings, which are held virtually. As licensed professionals, we should all be engaged in activities that directly affect how we can do our jobs. As a whole, the Board acknowledges the need to solicit input from the public to allow us to make informed, diverse, and inclusionary decisions.
Staffing shortages are not the only crisis facing our profession today. Attendance in nursing schools is dropping, prepared nurse educators are scarce, nurses are retiring and leaving the bedside in droves, and some people are choosing to leave the profession entirely. As a collective group, what can we do to combat this? While I don’t pretend to know the answers to these pressing questions, I do think we can all play a role in finding a solution. Speak up and advocate for yourself and your profession. Have discussions with high school-aged students you may know and talk to them about the field of Nursing and the plethora of opportunities they could have if they chose to pursue them. Speak dynamically and positively; make sure you speak your “why” and let your passion be heard and felt. Write to your legislators, attend meetings, and volunteer your time: anything is better than nothing, and the Nursing profession has never needed your voices more than it does now. When we think about retention and the critical state of staffing, what are we doing to show up for our teams? How are we helping newer nurses feel supported and heard? When you think about your current position: what can you do to make your workplace more positive and welcoming and one that people want to be a part of?
To my fellow nursing professionals: stay involved, sharpen your skills, engage in continuing education opportunities, subscribe to a journal that applies to your area of nursing, attend conferences, etc. There has never been a time where our engagement in our profession and individual skills has been more paramount. I look forward to my time as chairperson and will always advocate for nursing as a whole as well as the need to always meet the standards of practice. And as a reminder to all, the Board is here to protect the public, and that is a task I do not take lightly.

Wisconsin Nurse Educator Program

The nursing faculty shortage was well-documented and persistent in Wisconsin and nationally for years prior to the pandemic. As it did with most aspects of health care and society, COVID-19 worsened the problem. It is clearer now than ever that without sufficient faculty to prepare future generations of nurses for general and advanced practice, the health needs of Wisconsinites may be compromised. Targeted initiatives are needed to provide access to required educational levels for interested prospective nursing faculty members. Educational funding is a necessary element of any sustainable solution to building the state’s nurse faculty ranks, educating more nurses, and developing a nurse workforce capacity that can meet the health needs of Wisconsin.
One such initiative, the Wisconsin Nurse Educator Program, has been funded by the Wisconsin legislature and launched on July 15, 2022. This new program will distribute $5 million in legislative funding that was appropriated to offset the expenses of nurses enrolled full-time in approved PhD, DNP, or MSN-Nurse Educator programs in Wisconsin. The concept for this program was proposed and advanced by the Administrators of Nursing Education in Wisconsin (ANEW) and the Wisconsin Nurses Association (WNA). Advocacy, education, and outreach from both organizations spanned multiple budget cycles in attempts to secure funding for nursing education. While the original $10 million request was not advanced as hoped, in May 2021, the Wisconsin’s Joint Finance Committee voted (with bipartisan support) to include $5 million for nursing education in the second year of the 2021-2023 biennial budget. The purpose of this appropriation is to reduce financial barriers associated with advanced nursing education (PhD, DNP, and master’s degrees in nursing education).
In fact, the Wisconsin Nurse Educator Program creates an exciting opportunity for nurses to make the educational and financial commitment to becoming nurse educators. Students who are currently admitted or enrolled full-time in any of the state’s approved programs for the MSN-Nurse Education, DNP, or PhD degree should learn more about this incredible opportunity and consider whether their aspirations to teach at a Wisconsin nursing program fit the criteria for eligibility for funds. As of mid-September, almost 30 students have been approved for funding, with approximately $1 million dollars committed to support their educational endeavors.
Students in PhD programs are eligible for $50,000; DNP students can receive $40,000; and MSN-Nursing Education students can be awarded $30,000 through the Wisconsin Nurse Educator Program. Funds may be used to cover the cost of tuition as well as expenses related to school, including but not limited to books, travel, and childcare. Recipients of funding must maintain full time enrollment, as defined by their institution and degree program, and must commit to teaching at an approved Wisconsin-based school for at least three years post-graduation. A one-year deferral is available for nurse practitioners to gain direct care experience and for graduates of PhD programs who wish to complete a one-year postdoctoral experience. Recipients of support from this initiative who do not fulfill the teaching requirement will be required to repay funds received in full.
Application forms are available on the website of the State of Wisconsin Higher Educational Aids Board (https://heab.state.wi.us/), which oversees and distributes program funds. Applications will be reviewed and approved as received—until all funds are distributed—with dollars available for fall 2022 enrollment. These one-time funds will be dispersed to students in the fall and spring semesters of the 2022-23 academic year. Recipients are responsible for budgeting the use of funds to extend throughout their program of study.
In summary, the Wisconsin Nurse Educator Program will increase access to higher education in nursing for individuals whose skills and passion are a match for becoming outstanding nurse educators. This could open doors to a source of professional fulfillment for those who desire it while mitigating a crisis-level need in nursing and health care for more nurse educators. While more initiatives, including continued appropriations for the Wisconsin Nurse Educator Program will be needed to address the overwhelming demand for nurse faculty, this program is a significant opportunity for immediate impact where it is greatly needed.

NCSBN: APRN Round Table Leading Change Through Strategic Action in APRN Workforce Regulation - Highlights from the April 12, 2022 Virtual Conference

There were 6 presentations throughout the day. The opening session was by Dr. Ruth Kleinpell, PhD, RN, FAAN, FCCM, who addressed the impact of COVID-19 on APRN practice with results from a national survey. All states reported the same barrier as relating to institutional barriers that impacted advance practice. Implications of the study addressed the need for all states to support full practice authority. It was noted that mental health needs continue to be a challenge in practice and to continue to note the barriers identified in practice. It was interesting to note that prior to the pandemic, telehealth was not widely used, and this has changed the landscape of practice today. Closing remarks identified how APRN’s rose to the occasion and were positively showcases by the media.
Dr. Peter Buerhaus, PhD, RN, FAAN, a nurse and health care economist addressed the APRN workforce with strengths and challenges.
The strengths include:
- Increase number of APRN’s
- Growing employment with an increase in earnings
- Providing increase in care to vulnerable populations
- Impact on expanding access, lowering costs, and providing high quality care
- Comparative advantage over primary care physicians related to cost outcomes
The challenges include:
- Create a more racially diverse workforce
- Close gaps in preparation with training in social determinants of health, mental health, underserved communities, and special needs
- Rural health needs to address retiring physicians
- Effective approaches to overcoming scope and barriers with organizations and peers.
- Narrow gaps between social demands of health care and inadequate numbers of APRN’s in mental health and geriatrics
- Wisely use comparative advantage (cost) reflecting high value care (not to out price itself)
The third presentation was by Dr. Jeannie Cimiotti, PhD, RN, FAAN, an expert in health policy. She addressed the value of NP’s in inpatient hospital setting. Dr. Cimiotti noted the concern for physicians in the year 2032 at the same time addressing the need of the aging population with complex health care needs. Based on national data, only 28% of NP’s work in acute care hospitals. She called for a reform of the acute health care model suggesting the need for NPs working on units.
Diversity in the APRN workforce was presented by Dr. Margo Brooks Carthon, PhD, RN, FAAN, noting that 77.5% of APRN’s are white. It is noted that representation should be relative to the US population. Data is lacking in noting APRN’s of color. Note the YouTube video (2005) on Celebrating 40 years of the Nurse Practitioner. Nurses of color are not addressed. There is work to be done on recruiting and promoting retention.
Building a Robust APRN national data base was presented by three different presenters. The need for better data sets were addressed. The three main data sets were NURSYS, UNI (Unique Nurse Identifier), and NPI (National Provider Identifier). Of interest was learning that NURSYS can be used to verify licensure rather than card identification. This can also be used for nurse workforce data collection set available. If we are interested in this, we (nurse administrator/ IT) need to follow-up (nursys.com/enotify).
APRN compact: Advancing APRN licensure and Mobility was the last presentation. Please note that 7 states are needed to be operationalized. So far there are only 3 states DE, ND, and UT identified. State nursing organizations are good partners to get this moving. Opposition is mostly with the requirement of hours of practice.

Rosalyn McFarland, Registered Nurse Member
Dr. Rosalyn McFarland is a Board-Certified Family Nurse Practitioner and the CEO and Founder of MyNP Professionals Family Medical Clinic in Brown Deer, Wisconsin. She provides primary care to patients across the lifespan, with her mission to provide patient-centered care. Dr. McFarland also devotes time in academia teaching for online Graduate Nurse Practitioner Programs. Dr. McFarland has been a Family Nurse practitioner for 11 plus years and a Registered Nurse for 16 plus years. She is the author of a peer-reviewed journal CME article “Early Identification of Pancreatic Cancer,” featured in the Clinician Reviews peer-reviewed journal. She has presented podium and poster presentations locally and nationally on various health care related topics. She was featured in the Milwaukee Journal Sentinel for her involvement in integrating primary care into a behavioral health care setting. She is a Fellow of the 2018-2019 Duke Johnson & Johnson Nurse Leadership Program, where she implemented a Diabetes app for individuals living with Diabetes titled “Whatz Diabetes.” Dr. McFarland is the recipient of the Milwaukee Business Journal 2016, 40 under 40 Award; Milwaukee Times 2017, Corporate Trailblazer Black Excellence Award; and the 2016, American Association of Nurse Practitioners State Advocate Award.
She is the CEO and Founder of the Wisconsin Association of Nurse Practitioners. Dr. McFarland is a member of various professional organization, including the Wisconsin APRN Coalition, American Association of Nurse Practitioners, and Wisconsin Nurses Association. Born and raised in Wisconsin, Dr. McFarland is a graduate of Milwaukee Area Technical College, Alverno College, and Concordia University Wisconsin. Dr. McFarland is married and has 2 stepdaughters.

John Anderson, Public Member
John G. Anderson is honored to have been asked by Governor Tony Evers to serve as a public member on the Board of Nursing and looks forward to collaborating with the rest of the Board to ensure high quality patient care in Wisconsin.
John was born and raised in the small, West Central Wisconsin community of Thorp. He graduated from the University of Wisconsin-Madison with a bachelor’s degree in Journalism and Political Science and continued his education, completing a master’s degree in Public Administration from the Robert M. LaFollette School of Public Affairs in 1987.
After enjoying 33 rewarding years as a staff member in the State Legislature, John retired from state employment in January 2021.
He and his wife, Alison, live in the Bassett District in Downtown Madison in a 116-year-old school building.
Alison and John began hiking the 1200-mile Ice Age Trail on weekends, shortly after the pandemic began in 2020. When they're not hiking, they enjoy planning and taking trips. One of John's favorite quotes is Mark Twain's, "Travel is fatal to prejudice, bigotry and narrow-mindedness.”

Disciplinary options available to the Board
Reprimand: A public warning of the licensee for a violation.
Limitation of License: Imposes conditions and requirements upon the licensee, imposes restrictions on the scope of practice, or both.
Suspension: Completely and absolutely withdraws and withholds for a period of time all rights, privileges and authority previously conferred by the credential.
Revocation: To completely and absolutely terminate the credential and all rights, privileges and authority previously conferred by the credential.
Non-disciplinary options available to the Board
Administrative Warning: Issued if violation is of a minor nature, a first occurrence and the warning will adequately protect the public. The issuance of an Administrative Warning is public information, however the reason for issuance is not.
Remedial Education Order: Issued when there is reason to believe that the deficiency can be corrected with remedial education, while sufficiently protecting the public.
