Dear Colleagues,
It has been seven years since I last authored this newsletter. How the world has changed! Who would have thought a pandemic starting in China would be affecting our daily lives to the extent it has. As physicians, physician assistants, respiratory therapists, and perfusionists - all under the auspices of the Medical Examining Board (MEB) - we are at the forefront of the fight against Covid-19 in our state. Thank you for meeting the challenge! As a practicing OB/GYN, I know first-hand that Covid-19 has changed how our specialty is practiced. As I type this letter, two different vaccines are approved and in use, and there are likely more to come. I look forward to the days when America has been vaccinated and our practices can go back to “normal.”
Wisconsin citizens are fortunate to have had Dr. Kenneth Simons and Dr. Timothy Westlake as Chairs of MEB since I left on July 1, 2013. I had the distinct honor to serve with them and many others over the years. As you may already know, the MEB is comprised of 13 voting members: 8 physicians, 2 osteopathic physicians, and 3 public members. Three of our current Board members were appointed by former Governor Scott Walker and 10 have been appointed by our current Governor, Tony Evers. All have been confirmed or are awaiting confirmation from the State Senate. We work on a non-partisan, medical-based decision-making model. We have true diversity in specialty, geography, race, ethnicity, and gender. For the first time, we have two osteopathic physicians on the Board. By state law we're only required to have one. Recognizing the increased number of licensed osteopathic physicians in the state, Governor Evers appointed two.
The work of the Board is plentiful and requires a considerable amount of time, energy and effort from its members. The names of our Board members listed below have already dedicated a significant amount of their time to serve Wisconsin citizens as members of this board and I commend them for the number of hours and service to protect the public and our profession – and there is more to come! When I joined the Board in March 2009, I did not fully appreciate the significance of our work and responsibility. To ensure public safety and welfare, we must insist that all of us meet standards of practice and then hold ourselves accountable so that individuals with little to know knowledge of the profession will not have to. Citizens everywhere deserve actively practicing physicians who know current standards and protocols for the profession, perform with reasonable skill and safety, and practice with the utmost integrity and professionalism. The MEB is committed to making sure this is the case for Wisconsin patients and their families.
There are naysayers who claim that government does not work efficiently but the MEB is mission-focused and motivated to get the job done correctly. The Board serves as the safety net that protects its citizens and I've seen it to do great things in this task. The work is very challenging, but always rewarding and conducted with one goal in mind – public safety. To that end, there are times the MEB has had to reprimand, suspend or revoke credential holders; deny applications for credentials to those who do not possess the requisite education and training needed for licensure; order mental and/or physical assessments to determine whether a credential holder is competent to practice; support credential holders who suffer from alcohol or other drug abuse by requiring treatment, and more – all designed to ensure that those who practice medicine in Wisconsin can do so safely and competently. In furtherance of the work of the MEB, there may be times MEB members or Department staff working with the MEB may need to call upon you for a curbside or formal consultation. We appreciate your willingness to help when called. This too helps protect patients and the public, and to make sure MEB gets it right.
Since returning to the MEB, there is one issue I would like to highlight at this time – continuing medical education. One piece of advice that is vital to ensuring that your license to practice medicine and surgery remains valid and unencumbered: “complete your 30 continuing medical education credits (CMEs) during the biennial license period.” Be sure to include in those credits, at least two credits of approved opioid training. This is a condition of physician credential renewal and physicians will be asked to attest to having completed these credits. Wisconsin has some of the lowest requirements in the nation for CME. The State audits 5% of MEB credential holder renewal applications and have found that approximately 8% of physicians have not completed their CMEs and/or have provided misleading, inaccurate or untruthful information regarding the subject. Failure to complete the credits and/or making false attestations or misrepresentations about having completed the CME may result in investigation and possible discipline against the credential holder, up to and including a formal reprimand and/or suspension of the credential. The ramifications are significant and can follow you throughout your medical career. It is better to just get it done right and on time.
In conclusion, thank you for all the hard work you do as a healthcare professional credentialed by the MEB! Healthcare is one of the most noble professions of which a person has the honor to a part of.

Responsible Opioid Prescribing Requirement
The Medical Examining Board reminds all physicians of the requirement for the November 1, 2021 renewal under s. Med 13.02 (1v).
Responsible Opioid Prescribing Requirement: For the 2021 renewal, each license holder will be required to take two of the required 30 hours via Board-approved courses on responsible opioid prescription. Multiple courses may be combined that add up to two hours as long as they are all on the approved list. Physicians who do not hold a U.S. Drug Enforcement Administration number to prescribe controlled substances are exempted under the rules.

Disciplinary options available to the Board
Disciplinary actions are reported to the National Practitioners Data Bank. Available options to the Board include:
Reprimand: A public warning of the licensee for a violation.
Limitation of License: Imposes conditions and requirements upon the licensee, imposes restrictions on the scope of practice, or both.
Suspension: Completely and absolutely withdraws and withholds for a period of time all rights, privileges and authority previously conferred by the credential.
Revocation: To completely and absolutely terminate the credential and all rights, privileges and authority previously conferred by the credential.
Non-disciplinary options available to the Board
Non-disciplinary actions are not reported to the National Practitioners Data Bank. Available options to the Board include:
Administrative Warning: Issued if violation is of a minor nature, a first occurrence and the warning will adequately protect the public. The issuance of an Administrative Warning is public information, however the reason for issuance is not.
Remedial Education Order: Issued when there is reason to believe that the deficiency can be corrected with remedial education, while sufficiently protecting the public.
