Raises concerns about proposed changes to discipline, disability protections
MADISON — The Wisconsin Department of Public Instruction is urging the federal Office of Head Start to maintain longstanding protections for young children, including prohibitions on corporal punishment, suspension and expulsion, and requirements ensuring children with disabilities are identified and supported in Head Start programs.
In a public comment submitted earlier this week on proposed federal changes to Head Start regulations, the DPI raised concerns that removing these protections could disproportionately affect children who already face barriers to learning and development.
"Head Start was created to serve children and families with the greatest needs," State Superintendent Dr. Jill Underly said. "Now is the time when we should be strengthening the supports that help children succeed, not weakening the very protections that are designed to keep them safe, included, and connected to learning. Every child deserves the opportunity to learn, belong, and thrive."
Head Start programs play an important role in identifying developmental challenges, connecting children and families with critical services, and ensuring children with disabilities are included in learning opportunities.
The DPI also raised concerns about proposed changes that would rescind existing federal regulations related to children with disabilities, noting that protections for children with disabilities are consistent with existing federal requirements under the Individuals with Disabilities Education Act (IDEA).
The agency’s comments underscore the concerns presented in Gov. Tony Evers’ letter to U.S. Department of Health and Human Services Secretary Robert F. Kennedy and Assistant Secretary Alex J. Adams.
