USDA Waiver to Allow CACFP Non-Congregate Meals to Participants Fasting During Ramadan (ES, ADC, OSH, AR)

On January 22, 2026, the U.S. Department of Agriculture’s Food and Nutrition Service approved the DPI statewide waiver request allowing CACFP emergency shelters, adult day care centers, OSH, and at-risk afterschool programs to serve meals in a non-congregate setting and to adjust meal service times for participants who are attending the agency and fasting in observance of Ramadan in 2026.

The waiver is effective from February 17, 2026, through March 19, 2026. However, agencies may only operate non-congregate meal service during their local observance of Ramadan.

Please complete the Ramadan Waiver Form to request the waivers needed for your program.

This waiver does not apply to CACFP family day care homes or child care centers.

The abbreviation key identifies each type of program in the CACFP. Each section above identifies who the information applies to when implementing the CACFP. If your type of program is not listed in a section, it does not apply.
