Resources for law enforcement visits to libraries
In January 2025, Wisconsin Bureau of Libraries staff presented information to the Council on Library and Network Development (COLAND) on the topic of law enforcement actions in libraries. Because we have recently received an increase in requests for information on this topic, we are sharing these resources again so they are readily available to libraries who need them.
The Bureau of Libraries recommends that public library boards of trustees identify what resources may be needed to help library staff respond legally and safely to law enforcement visits. Public libraries, at the discretion of their administration and library boards, may wish to develop a policy and staff procedures for law enforcement visits that include information on:
- Step-by-step instructions for reacting to a visit
- Understanding the difference between an administrative and a judicial warrant
- Redirecting requests to the library administration or legal counsel
- Responding to requests for access to library records or non-public areas of the building
- Writing detailed incident reports
- Providing support for library staff through available resources such as an Employee Assistance Plan (EAP)
