Theresa (Terri) is the new SAFE Fund Administrator in the WI Department of Justice Office of Crime Victim Services. Terri's background is in finance and program management in government programs. She was the Program Coordinator and worked in the Rock County Early Intervention Program (Birth to 3), responsible for overall program operations for 20 years in Rock County. Before that, Terri was the Finance Director for the Rock/Walworth County Head Start. She strongly advocates for people with disabilities and is passionate about helping families navigate systems that help their children live to their potential. The driving force and experience come from her time as a foster parent and a parent of a child with special needs. She maintains that role by serving on the Governor Appointed Birth to 3 Interagency Coordinating Council for nearly 25 years and on the Wisconsin CASA (Court Appointed Special Advocate) Board. You may ask yourself, 'What is an Arabian horse?' Terri knows. She rides an Arabian horse in shows throughout the country in competitions. |

Hosted by Wisconsin Department of Justice Office of Crime Victim Services and Marsy's Law for Wisconsin, the 2024 Wisconsin Crime Victims' Rights Conference, April 17 & 18, is a FREE two-day virtual conference to enhance the implementation, enforcement, and accessibility of crime victims' rights in Wisconsin.
The conference theme this year, "How would you help? Options, services, and hope for crime survivors," aligns with the theme of National Crime Victim Rights Week and is a call-to-action for all professionals working with and for crime victims. Everyone has a role to play and something to learn at this years' conference, including:

Effective Strategies for Questioning Children
To fulfill the OCVS training requirement detailed in award contracts, all OCVS subrecipients must either attend an online or in-person Office of Crime Victim Services Introductory Training for Victim Service Providers (ITVSP), watch three 10-minute videos and one 30-minute module, and complete a post-test. The videos and post-test are no longer accessible online.
ITVSP is offered four (4) times per year in collaboration with the Wisconsin Coalition Against Sexual Assault (WCASA), Sexual Assault Victim Advocacy School (SAVAS) training.

New iMPRoVE Platform developed by the Office for Victims of Crime (OVC) and the Office on Violence Against Women (OVW).

The iMPRoVE (Measures for Providers Responding to Victimization Experiences) platform is a free customizable outcome measurement platform. It has built-in data collection and visualization tools for providers, agencies, and organizations that offer help or support for persons impacted by crime.
- iMPRoVE measures the impact of program services, including the extent of the physical, emotional, social, economic, and legal needs of persons impacted by crime were met by the services they received
- iMPRoVE measures service quality, including perceptions of accessibility and utility of services, referrals, and staff
- iMPRoVE allows providers, agencies, and organizations to select measures that best fit the intended outcomes of their programs
- iMPRoVE uses best practices in survey research and accounts for different types of service providers, agencies, and organizations having different intended outcomes of services.

OVW developed the FY 2024 Solicitation Companion Guide to assist potential grantees in applying for grants from OVW. The guide offers general assistance on all OVW grant programs, including information on post-award requirements for applicants who receive awards. It is not a substitute for program-specific solicitations or for the applicable statutes, regulations, or policies that govern OVW's programs.
Applicants should read individual solicitations in their entirety and follow the instructions set forth in each solicitation. Visit the Open Solicitations page to learn which grant programs are currently accepting applications.
Once you find a funding opportunity your organization is eligible for, you are ready to begin the application process. Grants 101 provides an overview, then walks you through the entire application process, including writing the application and receiving notifications from OJP.

- We are still waiting to “go-live” with our applicant portal in our new case management system which we started using in December. This portal will allow applicants to create an account in order to check the status of their application, submit documents, and message their claims specialist. Stay tuned!
- As of March 25th, CVC has paid out $916,156.14 on 525 claims, averaging $1,745.06 paid per claim.
- On March 25th, 2024, Janine Frank started her new position as a CVC Claims Specialist – Lead. This is a new position we have added and are super excited for Janine to take on (and continue with) some additional responsibilities and leadership on the CVC team. This also means that we will soon be recruiting to fill her claims specialist position. We are hoping to have the position posted sometime in April.

The Wisconsin Department of Justice is hiring for a Crime Response Specialist position within the Division of Criminal Investigation. This systems-based advocacy position provides on-scene or early response services to any affected individuals (victims, witnesses, survivors, community members) as a result of a crime or alleged crime. This position responds state-wide and provides on-call service 24/7.
The current recruitment is for a position based out of the DCI Appleton Office or the Risser Justice Center in Madison. The posting closes April 10, 2024.

The timeframe for the OVC PMT Second Quarter Report = January 1, 2024, through March 30, 2024.
- If you never had a password and need one, please call Mary Colletti.
- Enter your OVCPMT report, or Performance Measures data directly into the OVC PMT website.
- BUT, if you are having trouble signing onto the OVCPMT website, please go to the OVCPMT website to view the login instructions.
- You can also find this information on the OCVS Grants VOCA website.
There has been much turnover in programs. In this last OVC PMT Report I noticed that new staff were left with no access to their agency VOCA OVC PMT Report.
I want to remind you all that you can Add/Delete Additional Users to access your OVC PMT Report. I want to remind you all to delete staff who are gone and then add in new staff as Additional Users. It is best practice to have a few staff who are trained on how to complete the report so that in case of an emergency, or staff changes, there is someone with the knowledge to complete the report for your agency.
To add/delete staff from your agency report, go into the ADMINISTRATION section of your OVC PMT Report. It is here where you will add and delete staff access to the report. Again, it is best to have multiple staff who are trained and able to do this report in case of an emergency or staff changes.
