OCVS is excited to announce the following additions and updates to the Grants & Training Team.
Courtney Watson - SAVS & VAWA SASP Program & Policy Analyst
|

Courtney Watson is the new SAVS & VAWA SASP Program & Policy Analyst at OCVS. Courtney started as a Grants Support Specialist (VOCA & SAVS) in 2016 and transitioned to a Grants Specialist (SAVS) and SAFE Fund Administrator in 2017. Prior to joining the team at OCVS, Courtney worked for the Illinois Coalition Against Sexual Assault as a Grants Manager-Programmatic working with 29 rape crisis centers around the state providing technical assistance and grant compliance monitoring. Courtney received her undergraduate degree from Augustana College in Rock Island, IL and her MSW degree from the University of Illinois Urbana-Champaign. Outside of work, Courtney enjoys spending time with family, friends, vacationing in Door County, and volunteering at her kids’ school. |
Leanna Liska - VAWA STOP Program & Policy Analyst

Leeana Liska is the new VAWA STOP Program & Policy Analyst at OCVS. Leeana started at DOJ as a Victim Service Specialist within the Division of Criminal Investigation – Internet Crimes Against Children Task Force. Prior to DOJ, Leeana worked as a prevention advocate at a local domestic and sexual violence agency, a case manager for a medical social work department, and an emergency medical technician on a fire department. She graduated from the University of Wisconsin-Whitewater where she earned dual degrees in Gender and Disability Studies and Health and Human Performance. She also earned her master’s degree in criminal justice from Michigan State University. Outside of work, Leeana enjoys spending time with her family, being outdoors, traveling, and cheering on the Milwaukee Bucks. She is excited and honored to join the team in OCVS! |
Program & Policy Analysts provide coordination and administration of victim services grant programs, promote best practices in victim services, and build upon the intersection between grants and policy work.
Pam Vincent - Financial Grants Specialist

I am Pam Vincent and I will soon be working as a Financial Grants Specialist with OCVS. I graduated from the University of Green Bay Wisconsin with a bachelor’s degree in Accounting and Business Administration. For the past nine years I have worked for a multi-faceted non-profit agency with over 35 community-based programs as a Budget Accountant. I specialized in preparing the financial information related to the agency programs and grant applications including VOCA and SAVS. Prior to that I worked in the for-profit sector and have over 25 years of accounting experience as a financial controller. I have been a volunteer for the Wisconsin Humane Society and an advocate for the health and well-being of domestic animals. I am looking forward to learning and growing with the team for a very important meaningful cause. |
Financial Grants Specialists manage the financial components of victim services grants, ensure compliance with state and federal guidelines, and provide technical assistance to OCVS subrecipient agencies.

This 64-hour blended learning seminar prepares the Registered Nurse with the minimum education necessary to successfully practice as a forensic nurse examiner (FNE) in the state of Wisconsin and treat all populations: Adult, Adolescent and Pediatrics. Registered Nurses who treat victims of violent crime, such as sexual violence or assault, must receive additional and specific didactic preparation to adequately care for this population. This ensures that all patients who are reporting sexual violence or assault receive competent and trauma-informed care, taking into consideration cultural, racial, ethnic, gender identity, sexual and socioeconomic diversity.
The WI DOJ is proud to offer this course which has been approved by the International Association of Forensic Nurses, an accredited approver of nursing continuing professional development by the American Nurses Credentialing Center’s Commission on Accreditation for 64 Contact Hours. The Wisconsin Department of Justice, Office of Crime Victim Services (OCVS) Virtual Introductory Training for Victim Service Providers (ITVSP) offers the opportunity to acquire the essential skills and knowledge they need to assist victims of crime more effectively.
OCVS ITVSP has four sessions:
- Enforcement of Crime Victims’ Rights & Marsy’s Law in Wisconsin
- Crime Victim Compensation (CVC)
- Sexual Assault Forensic Exam (SAFE) Fund
- Safe at Home
The prerequisites to attend this training is to watch the training videos. These videos provide introductory material that sets the foundation to attend the Virtual Introductory Training for Victim Service Providers. And complete a post-test to confirm your knowledge of the material. Note: If you are having a hard time passing the post-test, it will be reviewed by the presenter during the training.

The training will run from 1:00-3:30 Friday, August 18, 2023. This training meets the three-year training requirement for SAVS, VOCA, and VAWA grant funded agencies. Note: This training is on the final week of the Sexual Assault Victim Advocacy School (SAVAS) training that runs Monday through Thursday the following weeks: Aug 14-17.

OCVS Grants Subgrantees - Required Training:
For those wishing to receive participation credit for VOCA, SAVS, and VAWA grant requirements, please complete this post-test after watching all segments of the curriculum.
A certificate of completion will be emailed to you within 2 weeks of finishing the post-test.

The learning objective is to know the basic information about the Safe at Home program and what makes a participant eligible, recognize the benefits and limitations of the program and how participants use their assigned address in a real-world context and understand how Victim/Witness professionals can ensure a Safe at Home participant’s address is protected.
