Urban Nonpoint Source & Stormwater Planning Grants

Urban Nonpoint Source & Storm Water (UNPS&SW) Planning Grant Applications for planning projects beginning in 2020 are now available on the DNR’s UNPS&SW webpage.

Cities, villages, towns, counties, regional planning commissions, tribal governments and special purpose lake, sewage, or sanitary districts have until April 15, 2019 to submit applications for 2020 planning projects. Urban Nonpoint Source Construction grant applications will not be solicited in 2019 but will be solicited again in 2020.

This grant program offers local governments competitive grants to control pollution that is carried by storm water runoff from diffuse urban sources. The grants reimburse costs of planning projects that control this type of pollution. Eligible planning projects include:

  • Storm water management planning for urban areas;
  • Preparation of local ordinances affecting storm water discharge
  • Evaluation of alternatives for local financing of urban runoff control programs;
  • Administrative costs for initial establishment of local storm water management funding programs; and
  • Public information and education activities.

Regional Grazing Workshop, Jefferson County

Gracier Land RC&D is teaming up with Grassworks to enhance staff knowledge on effective ways to promote grazing to farmers and to develop county grazing programs. They have assembled a statewide project education team including RC&D grazing coordinators, private industry financial analysists, and representatives from NRCS, UW Extension and County Land Conservation Departments and will be hosting workshops in Eastern Wisconsin.

The workshops will be followed by four in-depth on-farm trainings throughout the grazing season. Participants will experience a season in grazing through these repeated farm visits. There will be 3 farm host locations (each hosting the four events) in Eastern WI including: Saxon Farm, Manitowoc County; Brattset Family Farm, Jefferson County and a farm to be confirmed in the Waupun/Fond Du Lac region.

Morning presentations include stocking rates, seeding mixtures, grazing cover crops, custom grazing & resources for agency staff.  Afternoon farmer/agency panele discussions include cost share from local, state and federal sources and grazing on public lands. 

There is no fee for the first 30 registered participants at each workshop.

NRCS Annual Conservation Partner Meetings

Register now to attend one of the five 2019 Conservation Partner Meetings hosted by DATCP, DNR and NRCS. The meetings facilitate discussion about conservation programs and challenges. NRCS Announces 2019 EQIP Sign-Up

Wisconsin farmers and landowners can apply now for a second round of USDA conservation funding. Angela Biggs, USDA-NRCS State Conservationist, announced farmers and forest landowners interested in the Environmental Quality Incentives Program need to apply by May 17, 2019, for funding in 2019.

Applications are being accepted at all USDA Service Centers in Wisconsin for select special initiatives. Read the full release for the list of initiatives. Don't delay; contact your local USDA Service Center now to get started.

24th Annual Milwaukee Riverkeeper Spring Cleanup

April 27, 2019 | 9AM - 12PM

Registration is officially open for the 24th Annual Milwaukee Riverkeeper Spring Cleanup! Choose from over 60 locations across the Milwaukee River Basin, and be one of our nearly 4,000 volunteers to help us achieve drinkable, swimmable, fishable rivers. We provide the bags and gloves, and you provide the hands and energy to pick up trash, litter, and the interesting or bizarre pieces of garbage that find their way into our beautiful river system.

Join us afterwards at Estabrook Park - Picnic Area 8 for our FREE celebration with Rock the Green.

PUBLIC NOTICE OF INTENT TO REISSUE WISCONSIN POLLUTANT DISCHARGE ELIMINATION SYSTEM (WPDES) GENERAL PERMIT NO. WI-S050075-3

Permittees (WPDES Permit No. WI-S050075-3): To access the list of affected permittees, go to dnr.wi.gov and search ‘storm water’. Directions to access the information are in the upper right corner of the page. See public notice information.

Permitted Activity: Storm water discharges to waters of the state from municipal separate storm sewer systems (MS4) that is owned, operated, and maintained by municipalities, located throughout Wisconsin.

Receiving Waters and Locations: Waters of the State of Wisconsin.

Department of Natural Resources Determination: The Department has made a preliminary determination to reissue WPDES Permit No. WI-S050075-3. Requirements and conditions to protect the waters of the state in accordance with applicable state statutes and administrative codes are included in the proposed general permit.

WEPA Compliance Determination under s. NR 150.35(2), Wis. Adm. Code: Reissuance of WPDES Permit No. WI-S050075-3 is a prior compliance action under s. NR 150.20(3)(a)8., Wis. Adm. Code.

Nature of Discharges Covered by the Permit: The proposed general permit contains the requirements set forth under ch. NR 216, Wis. Adm. Code, and the developed urban area performance standard specified in NR 151, Wis. Adm. Code. The proposed general permit applies to discharges to waters of the state throughout the state of Wisconsin.

General Permit Description (WPDES Permit No. WI-S050075-3): Currently, storm water discharges to waters of the state from 149 MS4s covered under the MS4 general permit, Permit No. WI-S050075-2 and from 27 MS4s covered under the MS4 general permit, Permit No. WI-S050181-1. Both WPDES general permits expire on April 30, 2019. The Department proposes to cover the current 176 existing MS4 permittees under Permit No. WI-S050075-3 after it is reissued. The MS4 general permit requires a regulated municipality to reduce pollutants that discharge through its MS4 to waters of the state via the development, implementation, and maintenance of programs for public education and outreach, public involvement and participation, illicit discharge detection and elimination, construction site pollutant control, post-construction pollutant control, pollution prevention at its municipal operations, and meeting the developed urban area performance standard under NR 151, Wis. Adm. Code. In addition, the general permit requires the development and updating of a storm sewer system map and an annual report to the Department. Furthermore, the proposed general permit specifies the implementation requirements to begin complying with an approved Total Maximum Daily Load, if applicable.

Submitting Comments: Persons wishing to comment on or object to the proposed general permit, or to request a public informational hearing, may direct comments by email to DNRSWPERMITS@wisconsin.gov or in writing to Storm Water Program, c/o Suzan Limberg WT/3, Wisconsin DNR, P.O. Box 7921, Madison, WI 53707-7921. All written comments may be submitted via mail, e-mail, or hand delivered. All comments received no later than 4:30 p.m., March 29, 2019, will be considered along with other information on file in making a final decision regarding the proposed general permit.

The Department may schedule a public informational hearing if requested by any person. The Department shall schedule a public informational hearing if a petition requesting a hearing is received from 5 or more persons or if response to this notice indicates significant public interest pursuant to s. 283.49, Wis. Stats. A request for a public informational hearing shall state the following: The name and address of the person(s) requesting the hearing; the interest in the proposed permit of the person(s) requesting the hearing; the reasons for the request; and the issues proposed to be considered at the hearing.

Public Informational Hearing: The DNR has scheduled a public informational hearing on March 27, 2019, beginning at 1:30 p.m. in Room G09 at the Wisconsin Department of Natural Resources, 101 S. Webster St., Madison, Wisconsin.

Directions to access the information are in the upper right corner of the page. In addition, copies of the proposed general permit and fact sheet may be obtained by contacting the Permit Drafter indicated above. Reasonable costs will be charged for copies of information in the file other than the public notice, permit, and fact sheet. NSmart Program

Save the date for EPA's NutrientsSmart ("NSmart") program kickoff webinars!  The webinars were rescheduled for  April 10, 2019, 1 - 2pm EDT and April 11, 2019, 3 – 4pm EDT.  You can view the informational flyer here.

For some background, NSmart is a proposed voluntary program to recognize water resource recovery facilities (WRRFs), and their watershed partners, progress towards reducing nutrients in waterbodies. The EPA Office of Water and the NSmart Steering Committee are hosting an interest and information webinar to introduce a proposed voluntary recognition program for POTWs, WWRFs, communities, and other stakeholders and potential partners that have reduced or are working towards reducing nutrient loadings to streams, rivers, lakes, and other surface waters. Request for Proposals: Great Lakes Sediment and Nutrient Reduction Program

Ann Arbor, Mich. –  The Great Lakes Commission is pleased to announce the request for proposals (RFP) for the 2019 Great Lakes Sediment and Nutrient Reduction Program grant program.

Funding for the Great Lakes Sediment and Nutrient Reduction Program is provided by the U.S. Department of Agriculture – Natural Resources Conservation Service (NRCS) under the Great Lakes Restoration Initiative (GLRI). The GLRI is a U.S. Environmental Protection Agency (U.S. EPA)-led initiative designed to accelerate efforts to protect and restore the largest system of fresh surface water in the world — the Great Lakes

For program year 2019, two grant options are being offered: watershed-scale projects and site-specific projects. Grants provided under this year’s program will focus on effective efforts to reduce phosphorus contributions to waters within the Great Lakes basin. The maximum request for each application will be capped at no more than $200,000. Applicants must be nonfederal units of government, tribes, or incorporated nonprofit organizations. A 25 percent match will be required of each project.

The due date for applications is 6:00 p.m. EDT on March 29, 2019. Applications will be reviewed and assessed by the Sedimentation and Nutrient Reduction Task Force, with final decisions anticipated in early summer 2019. Selected projects should begin on October 1, 2019 and may be up to three years in duration.
