Welcome to My Benefits Employer News, a newsletter to keep you informed about ETF’s new insurance administration system. All Employers | Open Enrollment
This year, open enrollment will take place in the new My Insurance Benefits system. This is a significant change for members and employers, so here are some key reminders for the upcoming open enrollment period planned for October 5-30, 2026.

Open Enrollment Kick Off Meetings – If you missed the live sessions, recordings of the Kick Off Sessions are available on the ETF website. There is one version for stand one for local employers. The sessions include two sections. The first highlights policy and coverage changes for the 2027 plan year. The second focuses on the My Insurance Benefits system, including employer responsibilities before, during, and after open enrollment. (Note: you must register to view the recordings.)

Create a MyWisconsin ID Now
Remind your employees who haven't yet accessed My Benefits to create their MyWisconsin ID account so they’re ready to enroll or make changes during open enrollment. Employees can watch Get Started with My Benefits and visit My Benefits Help for more information.
All Employers | Invoices/Data Entry
ETF is working on a number of initiatives to clean up any remaining data issues from the July 1, 2026 conversion to My Insurance Benefits. Employers may notice some invoice impacts in the next few months based on these efforts. Here’s a brief summary of some of the work underway to support employers and members:
- In September, ETF processed retroactive adjustments tied to coverage changes made prior to the July 1 launch of My Insurance Benefits. If your members experienced a coverage or plan change between January 1, 2026 and June 30, 2026, you may see a line item on your invoice capturing that adjustment.
- ETF is also working to validate coverage in My Insurance Benefits with data from our vendors before the launch to ensure coverage is not lost due to conversion. Impacted employers will be contacted directly to review and correct coverage, if necessary.
Impacted employers have been and will be contacted directly by email if action is required. Additional adjustments may be reflected on future invoices.
Managing Benefits and WRS Terminations
All Employers | All Insurance Benefits
With the implementation of My Insurance Benefits, two separate terminations are required when an employee terminates employment:

Benefit Terminations in ETA: Submit the benefit termination through the Employer Transaction Application (ETA) as soon as possible. It may be submitted up to seven days before the member’s termination date. This action ends active insurance benefits and allows ETF staff to establish retiree insurance benefits, when applicable.

WRS Terminations: Continue submitting the WRS termination to ETF through the WRS Account Update application or via a transaction file upload within one week of the employee’s final paycheck.
Important Distinctions to Keep in Mind

Timing and Independence: The timing of the two processes may differ. While the WRS termination requires reconciliation of final payroll information before submission, the ETA benefit termination does not require payroll reconciliation and must be submitted independently.

Why Timely Submission Matters: Submitting benefit terminations promptly through ETA helps prevent coverage and billing issues, ensures insurance coverage remains in effect when needed, and avoids backlogs that delay benefit transitions for retiring members.
Insurance Applications & Document Retention
All Employers | Life Insurance
As a reminder for HR Administrators in preparation for open enrollment, please note:

Direct Member Entry: Members should complete their benefit enrollments or changes directly in My Insurance Benefits whenever possible.

Employer Keying: If an employee submits a paper application (for example, a paper life (ET-2304), health (ET-2301), or supplemental (ET-2339) insurance form) to your office, your organization is responsible for keying that information directly into My Insurance Benefits on the employee’s behalf. As a best practice, employers should only key changes if the member is unable to do so themselves.

Retain Records at Your Organization: Employers should retain the completed application forms for their own records. Do not send them to ETF.
All Employers | Wellness Reporting
Employers typically receive reports identifying employees who have earned the Well Wisconsin incentive three times per year to support accurate tax and W-2 reporting. Beginning October 1, these reports are expected to be distributed on an updated schedule in early May, September, and November.
Due to the transition to the My Insurance Benefits system, employers will not receive a September report in 2026. Reporting is expected to resume with the November 2026 distribution.

ETF regularly updates the Employer Insurance Administration System Procedures (ET-1111) manual to ensure accurate information is regularly available. Please be sure to access the most recent version on the ETF website.
