Best Practices for Emailing the Employer Insurance Unit
The Employer Insurance Unit (EIU) is currently managing a high volume of inquiries, which may lead to longer response times. To help our team research and resolve your issues as efficiently as possible, please reference and share these email submission guidelines with your HR teams:
-
Provide Complete Details: Include the employee’s name and ETF Member ID, hire date (if applicable), termination date (if applicable), affected system (My Insurance Benefits or ETA), impacted benefit(s) and plan year, and any relevant troubleshooting notes.
-
Submit One Request per Issue: Avoid sending duplicate emails for the same issue, as multiple submissions create processing backlogs and delay overall response times.
-
Watch for ETF Follow-Up: Monitor your inbox in case our specialists require additional context or action on your part to resolve the issue.
The Set Up inbox will be decommissioned on Monday, August 31. Please send all inquiries directly to ETFSMBEmployerInsurance@etf.wi.gov for assistance. Thank you for your partnership and patience as we work through every request as quickly as possible.

Securian and ETF Roles Supporting Employers
With the launch of My Insurance Benefits, several elements of managing the life and accident insurance programs have changed between ETF and Securian. To assist employers in understanding who to contact for support, please review the bullets below:
- Eligibility and enrollment is coordinated in ETF’s systems, leveraging the Employer Transaction Application (ETA) and My Insurance Benefits. Securian’s Life Benefits Extra (LBE) system is only used for invoicing and payment.
- Access to Securian’s Life Benefits Extra (LBE) is based on your access to ETF’s systems, leveraging the ET-8928 Online Access Security Agreement. When you add or change an HR Administrator with ETF, ETF sends that information to Securian. Please allow up to 10 business days for Securian to contact you with Securian log in credentials. Securian and ETF will not charge late fees for life and accident premiums at this time.
- ETF is aware of data discrepancies impacting Life and Accident Insurance invoices in the My Insurance Benefits system. Internal research is actively underway to reconcile the system data. After corrections and next steps are determined, guidance regarding premium adjustments will be provided. In the meantime, please continue to pay your Securian invoices in full.

Evidence of Insurability (EOI) has been a common topic of employer questions and it is a process that is determined in My Insurance Benefits and executed by Securian. Here are a few details that may be helpful for employers to know about Securian’s EOI process:
-
The rules governing when EOI is required have not changed. Members do not have to complete EOI when they:
- Elect benefits without EOI during initial enrollment periods.
- Add one unit of coverage for themselves during qualified life events.
- Add spouse and dependent coverage when a new dependent is added.
- Securian receives a weekly file from My Insurance Benefits with EOI requests. Please allow up to 7 calendar days for the EOI process to start.
-
A general EOI message appears in My Insurance Benefits to alert members of the potential step in the enrollment process, if required.
- Members should receive the Evidence of Insurability within # business days.
- Securian prefers to notify members about Evidence of Insurability by email, to the preferred address on file in My Insurance Benefits.
- If an email address does not exist in the system, Securian will send a hard copy letter to the member at the address on file in My Insurance Benefits.
- The initial email request will come from Securian via LifeBenefits@securian.com and includes 3 health-related questions.
- If additional follow-up is needed, the Securian Underwriting team will contact the member via groupinsurance@email.securian.com.
- If a member does not complete the EOI, they will receive reminders at 21 days and 42 days after Securian processes the request. Securian sends a final notice notifying the member the pending EOI request has been closed due to no action taken.
- If there is no action taken, Securian closes the request in My Insurance Benefits 45-60 days after initial EOI communication.
- After completing the enrollment, the member will see their life insurance enrollment marked as “Pending” when reviewing their benefits from the home page.
- Members have 60 days to complete EOI supporting documents. If they do not, Securian will deny the EOI request in My Insurance Benefits.
- Regardless of if a member’s enrollment request in My Insurance Benefits requires or does not require EOI, the employer would see “Plan requires admin or broker approval” in the member’s Benefit Detail until Securian completes their review and approves or denies coverage. If it should be automatically approved per ETF policies, it will automatically approve after the next Securian file update.
ETF and Securian are working together to improve the employer customer experience. We appreciate your patience and understanding.
