The Insurance Administration System Program shifts enrollment and coverage administration for the Wisconsin Public Employers Group Life Insurance program from Securian to ETF, with employees submitting their elections through My Insurance Benefits and employers using My Insurance Benefits to manage the enrollments and changes.
Annual Census Update
Local Employers | Life Insurance Benefits
As Securian prepares for My Insurance Benefits, they will prepare the local employers annual life insurance census reports early. They expect to deliver the census reports to employers the week of April 7 allowing you to update your systems with the new deduction amounts necessary for July 1, 2025. The state census reports are complete.
Enrollment Freeze Dates
All Employers | Life Insurance Benefits
The following enrollment freeze dates will apply to ETF-administered life insurance:
April 18, 2025 – Evidence of Insurability (EOI) Enrollment Freeze Begins The last day for Securian to receive and process EOI applications is April 18, 2025. Securian will provide final approvals/closure of these EOI applications received by May 16, 2025. EOI applications received after April 18 will not be processed until after My Insurance Benefits goes live on July 1, 2025. Coverage will not be in place for EOI enrollments until Securian approves the application.
May 9, 2025 – Life Insurance Enrollment Freeze Begins The last day for Securian to receive non-EOI life insurance applications, coverage changes, and terminations is May 9, 2025. This date also applies to employers who submit enrollment files to Securian.
Applications received after the dates above will be returned to the employer for submission into My Insurance Benefits.
Billing Changes
All Employers | Life Insurance Benefits
Securian will continue to provide billing and claims services, based on coverage information provided and maintained by employers in My Insurance Benefits. Additionally, ETF is shifting from invoicing local employers one month ahead of coverage for life insurance to current month billing.
Securian will retire their billing and administration system leading to new billing processes beginning in August.
Cutover Billing As the current systems are retired and information is transferred to ETF, life insurance billing processes will change according to the timeline below. Note: Employers will pay life insurance premiums as billed by Securian following the April 29, 2025 bill for the June premiums. Pay as billed will also apply to the May 21 bill for July premiums. No additions, terminations or adjustments will be accepted between April 24 and the My Insurance Benefits go live. Premium adjustments needed between April 25, 2025 and July 1, 2025 will appear on the August invoice.
Future State Billing Beginning in August, Securian will bill employers for life insurance for the current month of coverage. Bills will be generated online on the 5th of each month and payment will be due on the 24th of that same month - for that month’s premiums. Bills will be online only in Securian’s LifeBenefitsExtra (LBE) system. For employers who are not currently using Securian’s LBE system, Securian will provide access by the end of July.
Billing Timeline April 24, 2025: Billing adjustment freeze begins: Last day for Securian to receive billing changes or adjustments for June and July premiums.
April 29, 2025: June premium billed, due May 24, 2025. Employers must pay as billed. Billed amounts cannot be adjusted. Adjustments will be reflected in August invoices. Any premiums received that do not match billed amounts will be returned to employers.
May 21, 2025: July premium billed, due June 24, 2025. This is the final bill from Securian’s current administration system. Employers must pay as billed. Billed amounts cannot be adjusted. Adjustments will be reflected in August invoices. Any premiums received that do not match billed amounts will be returned to employers.
ETF will continue to provide more detail on the above, communicate additional changes, and ensure you are prepared for the transition.
