Welcome to My Benefits Employer News, a monthly newsletter to keep you informed about ETF’s new Insurance Administration System. Save time by only reading the articles relevant to you—the first line of each article identifies which employers and benefits the article applies to. View previous issues.
Local Employers | All Insurance Benefits
Several changes will occur in the new system. Review some changes that will impact you below.
In the new system, local employers will begin to:
- Submit employment and demographic data to ETF through the new Employer Transaction Application (ETA) user interface.
- Direct employees to update their own information and benefit elections.
- Review life event documentation.
- Use My Insurance Benefits as the source of truth.
- Audit and approve online enrollments.
In the new system, local employers will no longer:
- Process and administer COBRA (Voya, a company who specializes in COBRA, will be responsible for all aspects of COBRA administration).
- Use the myETF Benefits System (MEBS) for ETF-administered benefits.
In the new system, local employers will continue to:
- Secure, audit, and maintain relevant documentation to support employee eligibility.
- Support the coordination of benefits process.
- Assist employees with enrolling or changing their insurance benefits.
- Require employees to submit their beneficiary designations to ETF.
- Support and educate employees on available benefits (including eligibility, cost, enrollment procedures, and effective dates).
- Notify employees of rate changes.
- Communicate with employees about benefits and benefits enrollment.
- Establish and maintain payroll deductions.
- Reconcile invoices and deductions.
ETF will continue to provide more details, communicate additional changes, and ensure you are prepared for the transition.
State Employers | All Insurance Benefits
Several changes will occur in the new system. Review some of the changes that will impact you below.
In the new system, state employers will begin to:
- Exchange files with ETF through the new Employer Transaction Application (ETA).
- Provide annual income continuation insurance (ICI) deferred enrollment eligibility data.
- Receive, load, and process information used to create payroll deductions for Insurance benefits.
- Receive invoices for current month billing.
- Direct employees to update their benefit elections within My Insurance Benefits
- Review life event documentation.
- Use My Insurance Benefits to confirm insurance enrollments.
- Audit and approve online enrollments.
In the new system, state employers will no longer:

- Use the myETF Benefits System (MEBS) for ETF-administered benefits.
In the new system, employers will continue to:

ETF will continue to provide more details, communicate additional changes, and ensure you are prepared for the transition.
All Employers | All Insurance Benefits
One feature of My Insurance Benefits is its role permissions, which will allow you and your staff to efficiently navigate and execute daily activities.
The HR Admin role is the role that you the employer will use in My Insurance Benefits. Permissions available for the HR Admin role are:

Benefits All Access – access to all system elements described in the following permissions.

Benefits Advanced – access to the document center, data exchange dashboard, member role, premium reports, complete approval/declination tasks, add/edit benefit elections, hide dependents, and earnings information (read only).

Benefits Core Support – access to targeted messages, data exchange dashboard, premium reports, group information report, and earnings information (read only).

Benefits Basic – access to premium reports and earnings information (read only).

Benefits Billing – access to billing reporting, invoices, and payment history. Access to premium reports, account services, and earnings information.
All Employers | All Insurance Benefits
Benefits of the new system include:
- The ability to interact with insurance benefits online through secure, easy-to-use, 24/7 access.
- Faster turnaround times and document processing.
Employees will enroll themselves in the new system. My Insurance Benefits will be available 24/7 and will have secure access to the information employees need to enroll. Employees will also experience the benefits of faster turn-around times and document processing by making their own elections using the new system.
Except for long-term care insurance, all types of ETF-administered insurance will be included in the new system. This includes health insurance, uniform dental insurance, supplemental dental insurance (Preventive, Select, and Select Plus), supplemental vision insurance, pre-tax savings accounts, accident plan, income continuation insurance, and life insurance.

Here are some talking points you may want to share with your staff:
- On July 1, 2025, ETF will launch a new online system for insurance called My Insurance Benefits which allows 24/7 and secure access to benefits information.
- When My Insurance Benefits goes live, only the subscriber will have access and be able to make changes in the system. Dependents will have an ETF Member ID but will not be able to access the system.
