New workshops, rulemakings, and upcoming dates
The Washington Utilities and Transportation Commission invites the public to participate in its work to implement Washington’s 2019 clean energy legislation.
The 2019 Clean Energy Transformation Act requires electric utilities to transition to a carbon-neutral supply of electricity by 2030 and source 100% of their electricity from renewable or non-carbon-emitting sources by 2045.
Over the next two years, the commission will conduct numerous rulemakings, workgroups, and other proceedings to implement these changes along with other energy legislation enacted during the 2019 session.

Commission headquarters remains closed to the public and our staff are following Gov. Inslee’s “Stay Healthy, Stay Home” order by teleworking. Open meetings and other official business will continue remotely during this closure. On May 5, the commission published its first discussion draft rules in its Clean Energy Implementation Plan rulemaking (docket UE-191023), along with a notice with additional questions for discussion, and requests public input on the draft rules. Comments are due by 5 p.m. June 2. The notice and draft rules can be found here. Please note: A minor editing error was identified in the discussion draft rules as initially posted. The correction was posted May 6. Please find the corrected draft rules in the errata order posted to this docket on May 6.

The commission will host a virtual workshop to discuss the equity provisions within the Clean Energy Transformation Act (CETA). The workshop will take place May 22 from 1 p.m. to 4 p.m. This is the second workshop on this topic. The workshop will discuss the commission’s approach to implementing the equity provisions across rulemakings. The notice can be found here. A full agenda will be posted closer to the date of the workshop.

The commission will hold a workshop to discuss the integration of CETA’s equity provisions across its rulemakings, including the Integrated Resource Plan (docket UE- 190698), Purchase of Electricity (docket UE-190837), and Clean Energy Implementation Plan rules (docket UE-191023). Due to the current health emergency, the commission plans this workshop to take place via virtual webinar. A full workshop agenda will be issued in these dockets prior to the date of the workshop.

The Department of Commerce and the commission will host a joint, virtual workshop to discuss incremental cost of compliance with the Clean Energy Transformation Act (docket UE-191023). The workshop will take place June 16 from 9:30 a.m. to 12 p.m. This is the second workshop on this topic. The workshop will discuss the agencies’ draft rules pertinent to the topic. A full agenda will be posted closer to the date of the workshop.
