Moving Rate Band Changes and Credit Card Surcharges

In February, the commission made changes to Tariff 15-C. The changes dealt with mileage, estimates, and credit card processing fees. Learn more about the changes.

Mover’s Q&A

Q: Can I issue a supplemental estimate if I under-estimated the cost of the move?

A: No. A carrier must provide a written supplemental estimate if the circumstances surrounding the move change in any way to cause the rates or charges to increase (WAC 480-15-660). The customer must change the scope of the work you’re asked to perform for a supplemental estimate to be issued.

Q: Can carriers use stock of existing forms with an attached addendum detailing the Per Diem charges needed for both forms when applicable for 180 days?

A: Carriers can continue to use stock of existing estimate and bill of lading forms for up to 180 days from the date of the tariff revision, under the following conditions:

1) Carrier must attach an addendum to both forms detailing per diem charges as depicted on the commission’s sample forms, and

2) Carrier must cross off the credit card surcharge fee from both forms.


February Mover’s Court

In February, an administrative law judge at the Washington Utilities and Transportation Commission ordered the following companies to stop providing residential moving services until they obtain the required permits.

Tacoma-based Santamaria Transport, owned by Ricky Santamaria, received a $5,000 penalty for operating as a moving company before receiving the required permit. The commission suspended $4,500 of the $5,000 penalty on the condition the company refrains from operating until it receives a permit.

Tacoma-based Mark Alberto Marrero, d/b/a Mark the Mover, owned by Mark Marrero, received a $5,000 penalty for operating as a moving company before receiving the required permit. The commission suspended $4,500 of the $5,000 penalty on the condition the company refrains from operating until it receives a permit.

Upcoming Trainings

The commission offers free training for household goods moving companies.

Each person named in the carrier's application must attend the course as a condition to receive permanent authority.

Each training will begin promptly at 8:15 a.m. and run until 5 p.m.

  • Wednesday, April 15, 2020 at UTC Headquarters in Lacey.
    • Attendance will be limited to 35 participants.
  • Wednesday, June 17, 2020 at Yakima Maintenance & Operation Complex in Yakima.
    • Attendance will be limited to 35 participants.
