UTC Clean Energy Bulletin

New workshops, rulemakings, and upcoming dates

The Washington Utilities and Transportation Commission invites the public to participate in its work to implement Washington’s 2019 clean energy legislation.

The 2019 Clean Energy Transformation Act requires electric utilities to transition to a carbon-neutral supply of electricity by 2030 and source 100% of their electricity from renewable or non-carbon-emitting sources by 2045.

Over the next two years, the commission will conduct numerous rulemakings, workgroups, and other proceedings to implement these changes along with other energy legislation enacted during the 2019 session.

New announcements

  • Thursday’s Methodologies for Modeling the Social Cost of Greenhouse Gases joint workshop with the Washington Dept. of Commerce will begin at the commission’s headquarters in Lacey at 9:30 a.m. The workshop will examine approaches to modeling the social cost of greenhouse gases in integrated resource planning as part of the agencies’ integrated resource plan
  • On Jan. 8, the commission issued a formal notice for its Jan. 28 energy assistance joint workshop with the Washington Dept. of Commerce. The notice can be found here and includes topics and questions for discussion as well as pre-meeting resources and materials. The workshop will take place at commission headquarters in Lacey starting at 9 a.m.
  • The commission is committed to providing reasonable accommodations to participants with disabilities at its facilities.   • The commission is monitoring weather conditions and will promptly communicate any changes to workshop schedules. Workshops or meetings canceled due to weather will be rescheduled. Participants who are unable to attend workshops and meetings in person may participate telephonically.

Jan. 15, 2020 Meeting

Meeting of the Carbon and Electricity Markets Stakeholder Work Group, whose members were announced in November. The workgroup will assist the UTC and the Washington Dept. of Commerce in adopting rules for reporting wholesale power transactions to ensure the benefits of clean energy, such as renewable energy credits, are not double-counted between Washington and other states with carbon cap-and-trade programs.

Jan. 16, 2020 Workshop

Methodologies for Modeling the Social Cost of Greenhouse Gases joint workshop with the Washington Dept. of Commerce. The workshop will examine approaches to modeling the social cost of greenhouse gases in integrated resource planning as part of the agencies’ integrated resource plan rulemakings.

Jan. 28, 2020

Workshop

Energy Assistance joint workshop with the Washington Dept. of Commerce. Topics will include definitions for “low-income,” “energy assistance need,” and “energy burden.” These definitions are currently included in the UTC’s Energy Independence Act rulemaking and the UTC’s integrated resource plan rulemaking.

Feb. 5, 2020 Workshop Equity and the Utility Planning Process joint workshop with the Washington Dept. of Commerce. The workshop will focus on equity provisions in the transition to 100% clean electricity and the equitable distribution of benefits in the utility planning process.
