Passing of Deb Chinn
We are sad to share that Deb Chinn, a permit technician in our OSS Compliance program, unexpectedly passed away this spring.
Deb started working at the Health Department in 2022 as an administrative assistant. Over her nearly 4 years with the agency, she held positions in Business Support Services, General Communicable Disease Investigation program, and our Environmental Health program.
Deb provided support to many folks in the Health Department and was committed to making sure community members got the info they needed. She was eager to provide info and point them in the right direction. Deb was an avid reader, loved books, and adored her cat. We grieve the loss of Deb and keep her family and loved ones in our heart.
If you regularly communicated with Deb about your applications, please use ehsepticsystems@tpchd.org so we don’t miss your message.

Permitting updates
High winter water table review lessons learned
- If you bed your monitoring port in concrete, be sure to scrape the excess so that natural grade can be measured relative to the pipe.
- Do not put your monitoring ports in areas where it is not possible to put a septic system.
- Monitoring ports must meet required setbacks to lot features.
Requirement for permanent power for pressure system asbuilts
To help get applications approved before expiration, we will accept asbuilts without permanent power. You may test with a generator. We require a start-up inspection in OnlineRME when the power is connected.
New Clean Water Loan brochures
Craft3 has new brochures that reflect the most up-to-date info for Clean Water Loans. Order a fresh supply online so you can provide homeowners with current materials.
Remediation procedure guidance
At our last TAG meeting we discussed our proposed remediation procedure. Use this guidance document to assist you when performing a remediation.
