Meet Laurel Jellison—Our new Onsite Sewage and Drinking Water Program Manager.

Laurel Jellison has worked at the Health Department for 39 years in a variety of positions. Most recently she was the Permitting and Technology Program Manager in Environmental Health. She worked with all programs to improve processes, bring permitting applications online, and conduct electronic reviews. You can contact her directly at ljellison@tpchd.org

As industry professionals and regulators, we help customers implement their proposals, and meet regulatory requirements to protect the water and health of people in Pierce County. We work hard to review applications within our goal timelines and we are current with many of them. Staff are focused on application review and training on our new permitting system—Accela Environmental Health (EH). You can learn more about Accela EH below.

Help us test Accela EH permitting system.

Accela EH will require payment to submit an application.

You can pay with a credit card or use a bank routing and account number. Help keep the application submittal process running smooth. Plan now to collect this info from your clients. This will reduce the current need to rebill and resubmit applications if your customer fails to pay the invoice within 30 days.

Code revisions and stakeholder review coming soon.

Washington State Board of Health adopted proposed changes to Chapter 246-272A, On-site Sewage Systems, on Jan. 10, 2024. The adopted revisions incorporate recommendations from the Onsite Rule Revision Committee and issues raised by interested parties.

The On-site Sewage System rule has a staggered timeline. 

Effective:

  • April 1, 2024: Changes to WAC 246-272A-0110.
  • Feb. 1, 2025: Maintenance Service Provider approval requirement.
  • March 1, 2025: All provisions of the rule excluding changes to WAC 246-272A-0110, the Maintenance Service Provider approval requirement, and Property Transfer Inspection requirement.
  • Feb. 1, 2027: Property Transfer Inspection requirement.

Key changes to the rule include:

  • Local management plans.
  • Field verification of proprietary products.
  • Property transfer inspection.
  • Remediation.
  • Repairs.
  • Minimum lot sizes.
  • Approval of maintenance service providers.

As a result, we will update our Environmental Health Code, Chapter 2—Onsite Sewage to reflect WAC changes. We will also propose further updates to help clarify, bolster, and enhance the current requirements.

We value your feedback. Stakeholders will help shape and finalize our updated code. We will ask for your input on our proposed changes as soon as they are available.

OnlineRME septic system components now locked.

You may have noticed that sometimes components in OnlineRME are locked for editing.

Health Department staff now enter or edit components when they review record drawings and lock them. Locking components establishes the approved system components for inspection and prevents them from being inadvertently or purposefully changed.
