Public Input Sought on Affordable Housing and Community Development Needs

Snohomish County invites all interested individuals to provide input on local community needs for affordable housing, public facilities, infrastructure, public services, and fair housing to be funded with 2026 federal grant funds and to provide input on 2024 grant performance.

The use of these grant funds is guided by a five-year 2025-2029 Consolidated Plan, which establishes goals based on community needs. Each year, Snohomish County, as lead agency of the consortium, is required to develop an Action Plan for use of these funds.  The 2026 Action Plan will cover the period between July 1, 2026, and June 30, 2027.

Two Virtual Public Hearings are scheduled for Wednesday, January 14, 2026, at 9:00 a.m. and 5:00 p.m.  For more information and directions on how to participate in the public hearings, please visit:  Consolidated Plan for 2025-2029

Snohomish County will also accept written comments.  Comments may be sent to Debra May at debra.may@snoco.org or by mail at Snohomish County Human Services Department – OHCD, 3000 Rockefeller Ave., M/S 305, Everett, WA 98201.

For more information, to request a reasonable accommodation, or to request a foreign language interpreter, contact Debra May, Human Services Department at (425) 388-3264 or at debra.may@snoco.org.

Public Input Sought on HWY 99 Development

After months of study, the Washington State Department of Transportation (WSDOT) is recommending that a large swath of State Route 99 through Lynnwood and unincorporated Snohomish County be revamped to include dedicated bike facilities and transit priority lanes. Envisioned as a transformation of one of the state’s most dangerous highway corridors, changes would happen in phases and take years to fully materialize.

The SR 99 Lynnwood and Unincorporated Snohomish County Pre-design study online open house that shares the study recommendations is now live!

An online open house will be available through January 20th.  The public is encouraged to give feedback on the recommended improvements for people who walk, bike, and take transit. The online open house is available 24/7 and is offered in 11 languages to ensure broad accessibility. You can access the open house here.

There is a copy of the draft summary report and technical appendices posted for public comment until January 20th. Your review and comments are welcome. Comments should be sent to Amber Stanley at Amber.Stanley@wsdot.wa.gov.

Disaster Assistance Center

People whose homes were damaged by flooding in December can come to a Disaster Assistance Center for help learning about and potentially applying for state assistance or other resources.

Snohomish County has partnered with Volunteers of America Western Washington to host a disaster assistance and resource center at the Sky Valley Center, 617 1st Street in Sultan. The center will include representatives from multiple organizations who can provide guidance and support to those impacted by the flooding.

“The impacts from a flood emergency can last long after the water recedes, especially for those whose homes were damaged,” Snohomish County Executive Dave Somers said. “If your property was damaged by flooding and you are looking for information and assistance, I encourage you to attend one of the events next week.”

The center will be open:

  • Sunday, Jan. 11 from 10 a.m. to 3 p.m.
  • Tuesday, Jan. 13 from 2 p.m. to 8 p.m.
  • Wednesday, Jan. 14 from 2 p.m. to 8 p.m.

Flood Voucher Program Waiving Disposal Fees

As part of Snohomish County's emergency response to the recent flooding, the County Executive has authorized a flood voucher program to support impacted residential households. The program allows for the waiving of disposal fees for flood-damaged household materials at County solid waste facilities. The County Council has approved an extension of the disposal fee elimination for household impacted by the December 2025 flooding. The program will now run through Thursday, March 19, 2026.

Please note the printed vouchers currently say Expires January 18, 2026 but these vouchers remain valid and will be accepted at all County solid waste facilities through the new extension date.

Vouchers must be filled out completely upon arrival to the site. Acceptable items include carpets, mattresses, clothes, furniture, water-soaked plasterboard, appliances (no refrigerators or freezers) and small amounts of household hazardous waste. Vouchers will not cover wood waste, yard debris, rocks or soils, concrete or demolition debris, or animal carcasses. Customers may bring multiple loads but must have one voucher per load. Vouchers are available at these locations:

Cold Weather Shelters

There are several Cold Weather Shelters that will be activated on nights when the temperatures are expected to drop below freezing. The cold weather shelters are operated by local organizations, volunteer groups, and faith-based organizations committed to helping those who are unsheltered. The cold weather season typically begins in November and can last through March of the following year. There are real time updates available online that show expected weather conditions, what shelters are currently available, other public safety information, and a search tool to find shelter locations.  Youth between the ages of 12-17 who are in need of shelter can also call 425-877-5171.
