Welcome to Spring! Thank you for taking the time to read my eNewsletter this month. This spring I look forward to an Aquasox game at the new Funko Field at Everett Memorial Stadium.

2020 County Budget
Annually at this time of year the Council's Office starts gearing up for the next year's budget process. I work closely with our analysts reviewing revenue forecasts, general funds, as well as REET 1 and 2 projections. I very much enjoy being the Chair of the Finance & Economic Development and having my finger on the pulse of the financial components of our County. Our Finance & Economic Development Meetings are open to the public and are held at 10:30 AM on the 2nd and 4th Tuesday of every month.
2020 budget priorities including fiscal sustainability and public health and safety including among others, the following:
- Adopt fund balance policies for all County funds,
- Make a substantial contribution to cumulative reserve by setting aside one-time resources derived from unexpected revenues or cost savings,
- Develop a 10-Year financial plan which includes a debt plan showing potential debt-funded projects and resources available for debt service,
- Limit one-time resources to one-time expenditures; avoid deficit spending,
- Identify efficiencies and cost savings through innovation--reallocate resources to needed areas,
- Partner with residents to provide a safe and secure community through prevention, readiness and professional response,
- Define staffing allocations and deployment requirements to ensure Sheriff's Office patrol staff is adequately sized to address County needs, and
- Ensure diverse, affordable and livable housing options to decrease homelessness.
I'm proud of the work I've accomplished as your representative on the Council for the past 11 years. In 2017 I created the Stabilization Fund or "Rainy Day Fund", and it continues to be a top priority for me moving forward. Moody's Investors Service upgraded Snohomish County's Issuer and GOLT Rating last November because of "growth in reserves, particularly in the General Fund, which remains below state and national medians."
Long term fiscal health of the County, along with core County priorities like public safety, remain my main focus.
I had the privilege of attending Domestic Violence Services of Snohomish County's 27th Annual Chocolate & Wine Lovers' Gala last week, which raised just over $275,000!!!

Domestic Violence Services (DVS) is an agency within our community creating an environment which is safe, responsive and supportive of domestic abuse victims and their children and fosters individual dignity, respect, hope, and self-determination.
Here are some quick facts from DVS last year:
- DVS has a 52 bed Confidential Emergency Shelter helping 235 children and 138 adults be safe through the only confidential emergency shelter in Snohomish County--equaling 11,420 bed nights in a family-together setting.
- DVS has a 24-Hour Support Hotline, which received 3,053 calls from victims, concerned family, friends and citizens. This number is: 425-25-ABUSE (425-252-2873).
- 837 people received legal info, education/support totaling 4,172 service hours. DVS is also active in efforts to improve the legal system's response to DV and provides training to law enforcement and attorneys.
- Provided intervention and enrichment activities for 418 children.
DVS is supported through fundraisers, as well as the New & Again Thrift Shoppe at 3010 Grand Avenue in Everett. I am grateful for the necessary and important work DVS is doing right in our own community. If you already support DVS a big "Thank You" and if you don't, please consider doing so.

Everett Half Marathon & 10K Sunday, April 7
The Everett Half, formerly the Heroes Half, is now owned by Snohomish Running Company. This beautiful course starts and finishes at Marina Park, running along the Everett waterfront and over the historic SR-529 drawbridge into Marysville before bringing it back for your Glory Lap around the park. Enjoy a well-marked course and roads closed to traffic. As is tradition, they invite all active duty military and veterans to register at a discounted Military rate.

Brit Reed returns to demonstrate her beaded rope techniques for earrings, bracelets, or necklaces and will help folks make and take a beaded project.
