In June, County Executive Dave Somers had one of his
directors advise the County Council that the bids for the Courthouse
remodel/expansion came in $4.6 Million over budget.
This was extremely disappointing and surprising since the
Executive Director and project team giving the reports consistently told the
council that the project was “on time and on budget” at every courthouse update
over the previous 1-1/2 years (Including 1 week before advising the project was
$4.6 million over budget). Because of this, I advised the Executive’s office I
have a lack of confidence in the team the Executive put together to oversee
this project.
Going forward, before I would even consider voting on
funding any more expenses, the Executive would have to provide the following;
1) A printed “Decision making” chart so Council can understand who is in
charge, who reports to whom on the project and who is making the critical
decisions (Accountability), 2) Council having direct access with the decision
makers in the project (Clear Communication), 3) A more detailed financial
report in “real time” (at least every 2 weeks) and 4) Executive must notify our
Council when they have any sign or notice that there is a cost overrun or
problem with the courthouse (Transparency). The Executive agreed to provide all
of this.
With that assurance, the county will sell a bond
to cover this $4.6 million additional expenditure. The debt service for the bond
will be $321,000 per year. The county will fund this as follows; $160,500 paid
out of REET (Real Estate Excise Tax) revenue and $160,500 paid out of our
“MENG” Capital needs fund (We will defer other capital projects that are on
that list). This is going to be a long process and I will keep you posted on
our progress.
The
County Executive is required by our Charter to submit a proposed budget to the
County Council for its consideration. The Council may approve the budget, amend
it or write its own budget.
Our
council is using the same streamlined budget process that I set up as Chairman
of the Council in 2016 by using best business practices gleaned from my private
business experience.
The result was better communication between the
County Council and Executive’s Office, a true budget schedule that set
expectations, benchmarks, meeting dates scheduled in a progressive manner,
presentations by all county departments and more direct input from our
analysts. All this was done in an open, collaborative and transparent process
for the public. This is a great example of what our government can do when we
all work together. I will report back to you as we go through the process.

For your convenience, Community Transit is running buses
directly to the West Gate entrance at the Fairgrounds during the Fair so there
is no need to stress with traffic or parking. The fairgrounds are served by
Community Transit Routes 270/271, with all day connections to Everett and
Snohomish Park & Rides and transfers to points south.
Adult fares are $2.25, youth fares (6-18) are $1.50 and
senior/disabled/Medicare residents can ride for $1 with a reduced fare pass. If
you pay by cash, please bring exact change.
You can also pick up an ORCA fare card at a participating Safeway or QFC
store and get a two-hour transfer with your ride.
