On
Monday, April 30, the Snohomish County Council will hold an evening meeting in
the Mountlake Terrace City Hall at 6 pm. The Council Chambers are
located at 6100 219th Street SW in Mountlake Terrace.
I
look forward to our annual meeting in my district. Each meeting
includes a public comment period. Please come to share your concerns,
ideas and suggestions as the County Council begins its 2019 budget process.

Property taxes 101
By now, everyone has received their property tax statement
from the County Treasurer’s office. While most people knew the overall taxes
would be higher due to Education and Sound Transit costs, most people were
surprised at the amount of the increase.
Please note that Snohomish County Government did NOT raise
the property tax rate for general property taxes for 2018. (We voted for a “0”
% increase in our tax rate).
There are many different agencies in Snohomish County that
receive a portion of our property taxes. Some common recipients include: State
and Local Schools, the Cities and Towns where you live (or Unincorporated
Snohomish County if you do not live in a city), SNO-ISLE Libraries, Regional
Transit Authority (RTA), Road tax and Storm Water fees.
Depending on where you live, you may also be paying a tax to
a Fire District, Hospital District, Parks and Recreation District, even a small
percentage for the Ports.
Here’s a breakdown of the Property tax totals for Snohomish
County (Information from the Snohomish County Treasurers website):
2018 Property Taxes Total: $1,366,824,342. The County
collects the taxes, then distributes the taxes to all the recipients listed
above. Here’s the distribution percentages Countywide (Note- each city/area may
be slightly different)-
Local School Districts 40.40%, State Schools 24.62% (some of
these were voter approved), Cities & Towns 9.64%, Fire districts 8.45%,
County 6.85%, Roads 4.68% Libraries 2.91%, Regional Transit Authority 1.25%,
Hospitals .8%, Ports .39%, Parks & Recreation .01%.
How do some of the cities compare to other cities and the
County Average?
Here’s a comparison of the 2018 Average Residence Assessed
value, and 2018 average property taxes for each city versus the county average
(Information from the Snohomish County Treasurers website)-

I want to share this
information with you so you can see and compare the impact of property taxes to
each community. If you have a concern about your property taxes, look at where
the money is going (See paragraph 3 above). If you are concerned about: The
taxes for RTA and State Schools, contact your State Legislators. Taxes for
Local schools, contact your local school board members. Taxes for Cities and
Towns, contact your local councilmembers. Taxes for Fire Districts, contact
your Fire Commissioners. Taxes for Snohomish County Government, contact me or
the councilmember for your district. Taxes for Libraries, contact your SNO-ISLE
Board of Trustees.
Snohomish County to
save $18,000,000 with new solid waste contract
The County Council unanimously approved a new contract with
Republic Services for transport and disposal of our solid waste. The new contract will save Snohomish County
approximately $18,000,000 over the life of the 10 year contract compared to the
existing contract and contains substantial service upgrades.
As Chair of the Public Works Committee, I led the process
for the County Council.
I’d like to thank Public Works Director Steve Thomsen, Solid
Waste Director Matt Zybas and their staff and Council Analyst Jed Gonzales for
their many months of hard work on this contract. They were consistently concerned with getting
the best deal for Snohomish County.
According to Matt
Zybas, Solid Waste Director, “The County followed the process outlined
in RCW 36.58.090. This process was open and competitive allowing for
negotiations with Republic Services and resulting in the best decision for the
County.”
The new contract can be extended for up to two additional
five year terms for a possible 10 year total extension.
I was honored to be asked to lead the effort by our County
Council. It is very rewarding to have
such a great outcome for our citizens!
Construction crews are ready to break ground for Swift Green
Line stations located in Area 3 of the construction plan. Station pairs are
planned on Bothell-Everett Hwy. at Trillium Blvd., 153rd St., 164th St., and
180th St.(see map and related article on reverse side). Initial work includes saw cutting and general
excavation, and will begin early next week at Trillium Blvd. and 153rd St. The
work will be done either during the day between 9 a.m. and 2 p.m. or overnight
hours between 8 p.m. and 4 a.m. Several
local bus stops will be relocated or closed beginning on Monday, March 19.
Station construction along 128th/132nd St. will require
periodic single-lane closures next week for both daytime (9 a.m. to 2 p.m.) and
overnight work (8 p.m. to 4 a.m.).
A single westbound lane may be closed at the intersections
with 3rd Ave. and 16th Ave. One eastbound lane may be closed at 3rd Ave, Elgin
Way/Dumas Rd. and 16th Ave.
The local bus stop on westbound 132nd St. and 16th Ave. has
been relocated to a position about 270 feet of its original location.
The Snohomish County Department of Public Works advises
motorists in the Bothell area of daily full road closures on 200 Pl SE, Harvest
Rd and Filbert Dr.
Mar 26, 2018 through Jun 22, 2018, 9:30 and 2:15. (Lane
closures 7:00 a.m. – 6:00 p.m.)
June 25-August (start of school) between 7:00 a.m. and 6:00 p.m. Then resume shorter hours for daily closures if needed when school
begins.
Tapani Construction, working for Alderwood Water District
(AWD) will begin work at 200 Pl SE at 13 Dr SE, then move west on Harvest Rd
and Filbert Drive, to SR 524. Daily road closure hours are dependent on Northshore
School District bus schedules. The detour route for each closure will be
posted. Local access will be allowed for residents living within the closure
areas.
