The
opioid epidemic continues to be an ongoing challenge for county government. As
we deal with the human and budget impacts, it is important that we make
progress addressing root causes of this crisis and steering people to treatment
and services that will help them long term.
This
past year, we advocated for the legislature to fund additional acute inpatient
facilities. Currently, those who need this frontline treatment may not have
access due to a limited number of treatment beds, limiting our ability to
respond to this crisis. We were able to make some progress on these requests; however, the legislature adjourned without passing a capital budget in 2017.
Recently, the North Sound Behavioral Health Organization and the County have been in
discussion to move forward partly using existing resources and facilities. The
Denney Juvenile Justice Center is a county owned facility where use has fallen
dramatically in recent years due to programs that have diverted youth from
detention programs and reduced recidivism. This success presents an opportunity
to repurpose space in this building for two 16-bed inpatient behavioral health
treatment facilities.
Preliminary
architectural design has been completed, and discussions are ongoing with the
Behavioral Health Organization, and this represents the quickest and most
cost-effective path to supply critically needed additional treatment beds in
Everett. We will still need a capital investment from the state to renovate
this facility, but I’m optimistic that we can be successful next year. I will
continue to advocate for this funding and work on ways to alleviate the opioid
crisis.
