Elections
SCC is still working with several legislators on a few election z-draft bills (bills not officially filed yet). Some legislators are proposing a bill with an opt-in component and another component that would study the elections for all the special purpose districts. SCC will continue to work on this legislation with the JCE recommendations in mind.
Governor's Riparian Legislation
After the allocation of $100 million in the Governor's budget for salmon, a bill in the works will address how SCC would have to allocate that money. SCC and many other partners are still working on what that legislation will look like, so stay tuned.
Growth Management Act (GMA)
Several exciting bills regarding GMA that SCC will keep an eye on. One of those is HB 1076, which creates an optional element through a GMA comp plan for salmon planning, and the process is very similar to VSP. SCC plans to provide information to the committee and testify with concerns.
Open Public Meetings Act (OPMA)
There is also some interest in changes to the OPMA (HB 1105) that we will keep our eyes on if it changes how conservation district meetings need to be run and recorded.
"Pro Forma" (Latin, as a matter of form)
The Washington Constitution states that neither chamber may adjourn for more than three days without the consent of the other. Rather than seeking the permission of the other body not to meet, the Senate and House occasionally convene pro forma sessions. During pro forma sessions, legislation may be introduced and referred to committee. Floor resolutions may also be adopted. Roll call votes will not be taken and members won't attend. Pro forma allows for more time in committees or for other business while still allowing routine procedural matters to progress.
