Redmond, WA – Redmond Mayor Angela Birney has announced the appointment of Malisa Files as the City’s new Chief Operating Officer (COO).
“I am thrilled to announce Malisa Files as the City’s new Chief Operating Officer,” said Mayor Birney. “Malisa brings immense knowledge of the organization and region, leadership experience, and financial expertise to the position. I look forward to continuing our progress on the community’s priorities with Malisa in this role.”
Files has served as Redmond’s Finance Director for six years. Her tenure at Redmond spans twenty-six years, with twenty of those years spent in the Financial Planning Office and as Deputy Finance Director.
“I’m excited to serve as the City’s Chief Operating Officer and to be able to continue to work for such a vibrant community," said Malisa Files.
During her time in Redmond, the City implemented a biennial budget as well as a Budgeting by Priorities process for both the general and capital budgets. Malisa’s team led the City’s performance management initiative through Redmond’s organization excellence efforts in process improvement.
Malisa holds a Master's degree in Public Administration and a Bachelor of Science degree in Business Administration. Ms. Files has been an active member of the Governmental Finance Officers Association (GFOA), where she spent six years serving on the GFOA’s Budgeting and Fiscal Policy Committee.
The Chief Operating Officer (COO) model is consistent with other cities in King County, including Renton, Tukwila, Kent, and Issaquah. The COO position is responsible for running the City's day-to-day operations and ensuring coordination internally and cross-departmentally to support projects, functions, and relationships to meet the City's goals and objectives. The COO is also responsible for creating a citywide culture of customer service, accountability, and integrity, and implementing policies and procedures to ensure cross-departmental consistency.
