The TBIP Data Dashboard has been updated with data for the 2023-24 school year. These data will be needed as you complete your TBIP grant application. These data can also be used for Notification Letters for new and continuing students. If your district does not have data on average years served or graduation rates due to low ML enrollment, you can use the state averages and rates. To access the TBIP Data Dashboard, you need permission in the EDS Secure Tableau Server. Please contact your District Data Security Manager for permissions.

Washington Office of Superintendent of Public Instruction (OSPI) offers a free self-paced training course for interpreters and dual-role bilingual staff working in educational settings outside the classroom. The Canvas course consists of 10 intentionally designed modules aimed at enhancing language access for parents and families in Washington. Updated Count: 5062 students on the PENR. Thank you to all of the districts who have been working diligently to verify that all students are properly identified and reported. It is critical that districts continue to review the PENR to reduce the number of students who have not been identified or who are not receiving services. A few reminders as we continue to clean up the PENR:
- Allow 24-48 hours after submission for corrections to appear in CEDARS.
- Check the district “Exception Summary for Bilingual Programs” before contacting Multilingual Education staff. The exception summary provided specific information that will help you make corrections.

OSPI has not yet received communication from the U.S. Department of Education (ED) with the 2025–26 preliminary allocations for Title III or any of the other Title programs, as is usually the case. We know that the federal budget was funded at the 2024–25 levels. Therefore, in an effort to begin the ESEA Consolidated Grant (CGA) process, OSPI will be using the 2024-25 final allocations in place of preliminary allocations in the 2025–26 ESEA CGA Pre-Application. This will allow LEAs to submit their pre-applications before July 1st and ensure the application process is not delayed. As soon as OSPI receives the 2025–26 preliminary or final allocations, we will provide more information and adjust the CGA.

Data Validation (Deadline to Complete Pre-Reporting Data Validation is May 1, 2025): Updates to student information must be completed when the data validation window opens on April 23. This includes adding exemptions and managing duplicate records.

TK Screening (Opens May 1, 2025 – End of the School Year): WIDA Screening for transitional kindergarten students opens on May 1. Students are screened on the Listening and Speaking domains and must score a minimum 5 on each domain and a minimum 5 overall to be ineligible for ELD services in kindergarten in the 25-26 school year.

2025-26 Dual and Heritage Language Grants
We are excited to announce that our Dual and Heritage Grant Intent to Participate Survey is now open. To be considered, please complete the Intent to Participate Survey for 2025-26 by April 25.
If you are implementing both types of programs, you may apply for both grants and will need to complete both Intent to Participate forms. All districts that complete the form and demonstrate readiness to benefit will be eligible to apply for funding (1228-S3.SL). Funding will be determined based on the finalized state budget and factors including:
- whether the district is planning, implementing, or expanding their program
- the percentage of multilingual learners served by the program
- the number of schools and languages served by the program
After completing these forms, our team will contact you in early May with more information about the EGMS Grant Application process for these grants.

2025 Multilingual Learner Symposium
Support Ed would like to invite you to our upcoming 2025 Multilingual Learner Symposium which will showcase many of the topics that are driving our work with teachers, administrators, and district leaders across the U.S. and Canada.
Participants will take a deep dive into multilingual learner (ML) insights and strategies from ML experts like Dr. Diane Staehr Fenner, Dr. Sydney Snyder, and keynote speaker Dr. Ayanna Cooper among others. Participants can choose from six interactive sessions full of tools and strategies developed by the SupportEd team and receive a certificate for 6 PD hours. Participants will also receive a complimentary book of their choice to continue their learning as part of registration!
