Cambridge International (CI) and International Baccalaureate (IB) Exam Fee Reimbursement (Selected Grantees)

Eligible Subgrantees: Public schools, school districts, and State-Tribal Education Compact Schools (STECs) offering CI or IB.
Purpose: To provide test fee reimbursement to schools for eligible students from low-income families taking Cambridge International or International Baccalaureate exams during the 2024–2025 school year.

 OSPI is pleased to announce the availability of revised standard and summer Running Start Enrollment Verification Forms (RSEVF) for 2025-2026. Forms are posted on the Course-Based Dual Credit webpage. The revisions are responsive to the feedback of over 100 survey respondents. Of note, the revised RSEVF:
- Requires fewer fields for school counselors to complete;
- Was reformatted to clearly distinguish between the student side and the school counselor side;
- Includes new checkboxes to better meet our postsecondary partners’ needs;
- Allows for additional administrator signatories in the absence of a school counselor;
- Simplifies and clarifies identification of low-income students;
- Includes, on the summer form, categorical eligibility of students who will not need FTE calculations.
In addition, OSPI has communicated the following to postsecondary partners and advisors:
- Colleges are encouraged to address minor mistakes or missing fields without returning forms to the school counselor.
- With additional colleges identified on the form, colleges are responsible for communicating with each other to determine the FTE/credit split between multiple colleges.
- As the fundamental elements of the form have not changed, colleges should accept 2024-2025 RSEVFs if completed before the new forms were available.
These revisions reflect the most common and manageable recommendations provided through the survey. OSPI, State Board for Community & Technical Colleges (SBCTC), and the Council of Presidents are actively investigating options for simplifying and/or digitizing the Running Start enrollment process for 2026-2027. We are also investigating options to translate these forms into other languages. We appreciate all the feedback we received and are committed to making additional improvements in the year ahead.

Barring any unexpected legislative action, summer Running Start will be available to eligible students (including rising juniors) with available FTE under the 1.40 limit and administered through last year’s “standard” summer Running Start process. The summer RSEVF is now available under the “Summer Running Start” menu on the Course-Based Dual Credit webpage. As addressed in the 2024-25 Running Start FAQ and during the October webinar with State Board for Community & Technical Colleges (SBCTC), seniors who meet all their graduation requirements by June can postpone their actual graduation in order to take up to 10 more college credits in summer Running Start, if they have available FTE. Schools may still allow these seniors to walk in graduation ceremonies.
Continued access to “after-exit” funding for students graduating within 15 credits of an associate degree and those meeting or exceeding the AAFTE limit has not yet been approved by the legislature. Given the current budget deficit, students should not be advised that this opportunity will be available.

Supporting Readiness for Digital AP Exams
Learn everything you need to know about preparing for and administering digital AP Exams at cb.org/ap-digital.
A dual credit notification template is now posted to the Dual Credit Programs webpage. This template is intended for local use to fulfill the new annual dual credit notification requirements as explained in Attachment #1 of OSPI Bulletin 067-24.
Districts and schools are encouraged to adapt this template to notify students and families of all available dual credit options or use the content and required elements to produce their own communications.
Notification must be provided annually through email and other methods prior to registration for the following school term and translated into the primary language of each recipient to the greatest extent possible. We are currently pursuing opportunities to translate the template into other languages by the end of this school year. Stay tuned!

Dual Credit Winter/Spring Office Hours:
Washington has been selected by the College in the High School Alliance (CHSA) as one of seven states participating in the “Next Phase of Dual Enrollment Policy” cohort.
This two-year initiative aims to:
- Expand dual enrollment access;
- Create structured college pathways; and
- Equitably support students from all backgrounds.
We look forward to collaborating with the Washington State Board for Community and Technical Colleges and the Council of Presidents on this important initiative. Together we're committed to advancing equitable educational opportunities for Washington's students.
Since kicking off the project at the Achieving the Dream conference in February, the CHSA core team has met with National Alliance of Concurrent Enrollment Partnerships (NACEP) and CHSA coaches to evaluate the dual credit ecosystem in Washington. The intent of this collaboration is to help establish a shared understanding of how dual enrollment policymaking functions within Washington, the personnel involved, and their influence over the process. In addition, the core team began work to identify the priorities and challenges involved in advancing a statewide vision for our dual enrollment programs. The webinars are structured to be informational while also providing an opportunity for K–12 and higher education colleagues to connect. The intent is to create shared understanding of the CiHS program to both answer emerging questions and address any areas of misunderstanding.
