Gayle Fleming is joining OSPI as the Comprehensive School Counseling Program Supervisor, beginning December 2024.
Gayle is an equity-focused leader with a passion for promoting access and positive outcomes for all students. Most recently serving as a Lead Professional Learning Specialist with Hatching Results, Gayle has supported PK-12 school districts, county offices, and state departments across the nation with developing data-driven, transformative comprehensive school counseling programs. She is an advocate for empowering school counselors and frequently presents at regional, state, and national conferences. Through this work, Gayle has been a trailblazer in the introduction of S.S.B. 5030, providing professional development and consultation services to school counselors and administrators throughout Washington.
As a former elementary and middle school counselor, Gayle implemented ASCA-aligned CSCPs and was honored with the 2022 California Pivotal Practice Award, 2021 Menifee School Counselor of the Year, and 2022 Riverside County School Counselor of the Year Finalist. She has also served as a Recognized ASCA Model Program (RAMP) Reviewer. Currently pursuing her doctorate in Educational Leadership for Equity and Justice at CSU Channel Islands, Gayle is dedicated to creating sustainable systemic change. Gayle is excited to ensure ALL students in Washington have equitable access to a high-quality education, including a comprehensive school counseling program! The Washington State Rehabilitation Council (WSRC) has launched the Washington State Transition Map, a one-page summary of key transition services for individuals with disabilities and their families.
This resource helps individuals and families explore, compare, and connect to job transition programs offered by DVR, DDA, OSPI, and DSB. It outlines:
- Program eligibility
- Available services
- Employment and education support
- How to apply
The map supports schools, IEP teams, and disability agencies in connecting students to vital transition services and aligns with the new Consent to Share Student Information requirement for IEP meetings. Washington's HSBP Platform provider ~ SchooLinks ~ will be providing 3 demonstration webinars in December designed for staff who support the "data and technology" and/or "course coding and credit requirements for graduation" elements of the HSBP. Please join us for the date that works best for you!
Each platform demonstration will be the same and 1 FREE Clock Hour can be earned for joining us. There will also be a recording available ~ no registration is needed to get access to the recording and the clock hour will still be available for interested staff. OSPI is facilitating 5 new Advisory Councils to make recommendations and elevate best practices that will inform the transition to a statewide universal HSBP platform in the areas of:
- Career & College Readiness Curriculum (grades 6-12)
- Community Based Organization Engagement (creating connections)
- Planning and Implementation Support
- Professional Development (implementation practices)
- Technology and Student Data Integration

The U.S. Department of Education (DOE) has announced that the 2025-26 FAFSA (Free Application for Federal Student Aid) is now available. Applications typically open on October 1 for people wanting to start college the next fall. This year the application was delayed as DOE carried out a series of beta tests to mitigate problems experienced during the 2024-25 FAFSA cycle.
In Washington State, there are two ways to apply for financial aid for college or career training. U.S. citizens and eligible non-citizens can apply for federal and state aid with the FAFSA. People who can't file the FAFSA due to immigration status can apply only for state aid with the WASFA (Washington Application for State Financial Aid), as can people from mixed-status families who prefer not to file the federal form. Both FAFSA and WASFA are pathways for Washington State residents to apply for Washington College Grant (WA Grant) and other financial aid.
